Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation package will not be issued. Solicitation number TIRNO-09-Q-REN00 is issued as a Request for Quotation (RFQ) with the evaluation and award prescribed in FAR Subpart 13.5, Test Program for Certain Commercial Items. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This procurement is unrestricted. The associated North American Industry Classification System (NAICS) code is 812930 and the small business size standard is $6.5 million. This requirement is SUBJECT TO THE AVAILABLITY of FY 09 funds. DESCRIPTION OF REQUIREMENT: The Contractor shall provide the Internal Revenue Service (IRS) with 20 unreserved parking spaces. The 20 parking spaces shall be within the same block of the main IRS building and accessibility must be maintained with the highest level of security. The IRS must have access to this facility 24 hours per day. The security access to this parking facility must be maintained by a parking garage attendant during operation hours and 24 hour access by any means (attendant, key card, etc.) at no additional cost to the government. PERIOD OF PERFORMANCE: The period of performance is base year, October 1, 2008 – September 30, 2009, with two option years. BASIS FOR AWARD: The Government will make award to the responsive, responsible firm, whose quotation is most advantageous to the Government and represents the best value, based on location and proximity to the Main IRS Building, parking coverage, and price. The provision at FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items with their response. The following FAR clauses also apply: 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, with the following clauses cited in 52.212-5 being applicable: 52.222-3, Convict Labor; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; FAR 52.217 -5, Evaluation of Options; 52.217-9, Option to Extend the Term of the Contract and 52.232-33, Payment be Electronic Funds Transfer. FAR 52.232-18, Availability of funds - Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The full test of the aforementioned clauses and provisions may be accessed electronically at www.arnet.gov. Prospective sources are reminded that award can only be made to a Contractor who is registered in the Central Contractor Registration (www.ccr.gov) database with an active DUNS number. All responsible sources who can provide the above requirements shall submit written quotations no later than 10 days from the posted date of this announcement. The government intends to award a firm fixed price order. All quotes must include price(s); FOB point if applicable; a POC (name and telephone number); GSA number if applicable; business size and payment terms.
