NASA/DFRC intends to procure services from CM Computer of Sevilla-Spain. The authorityfor other than full and open competition is only one responsible source, no othersupplies or services will satisfy agency requirements, FAR 6.302-1(a)(2). CM Computer isthe only responsible source; they are the only vendor that can provide the chassispre-configured to SOFIA specifications. As a result, CM Computer is uniquely qualified toprovide the required chassis configuration. No equivalent computer can be obtained fromany other source which meets the specific combination of requirements. Any othercontractor, selected in a competitive procurement, would need to implement a designeffort, adding six (6) to twelve (12) months to the delivery time in order to meet thebelow unique requirements of this procurement: CM Computer is highly specialized in military specifications for flight-system hardwaredesign. The products are manufactured based on field-tested technology and offercommercial-off-the-shelf (COTS) open architectures. These aspects are vital to thisinstant action, allowing for delivery of tested and certified chassis and COTSconfiguration, all of which are critical to the SOFIA early science schedule. Failure toacquire the chassis by January 31, 2009 will adversely impact other SOFIA tasks dependenton the chassis installation. These reasons justify procuring the work exclusively from CM Computer. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 25, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
