Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Fort Carson intends to award a Firm-Fixed-Price Contract for a rehabilitational driving simulator, brand name or equal. The North American Industrial Classification System (NAICS) code for this procurement is 334510 and the size standard is 500 employees. This requirement is set aside 100% for Small Businesses. This solicitation will end on 18 September 2008, 9:00 a.m. Mountain Time. The Contractor shall propose the following Contract Line Item Numbers (CLINS): 0001 Model WT-2000 driving simulator including the WT-850 car simulator console and three screen 135 degree field of view STISIM drive interactive driving simulator system including: Interactive Console- single seat configuration (28 inches wide), active dashboard with interactive push buttons, ignition switch, horn, turn signal switch. Computer System - three computer system networked for multiple (3) screen display, high sped graphics cards, digital/analog computer interface cards, network switch gear components, STISIM Drive M200W (multiple screen) interactive driving simulator software, four LCD monitors (3 Driving, 1 Mgmt), audio speakers with powered woofer. Simulator is for rehabilitational purposes and must have the following capabilities: Accident Counts (vehicle, pedestrian, off-road, obstacles, etc.), Brake and Accelorator (speeding behavior, brake reaction time, time-to-collsion, tailgating, etc), Driver Complaince/Attention (signal lights, signs, turning, divided attention, etc), Scenario Playback (easy visual replay of driver's previous runs with video recording features), Head and Eye Tracking, and collection of real time data. Must be able to fit through 35 inch door opening. Delivery/Training- complete on-site delivery and set-up, training (approx. 1day), user's manual and tutorial guide (html), 10 hours of phone/fax/email support The following provisions and clauses will be in the contract and may be viewed at http://farsite.hill.af.mil/. The following factors shall be used to evaluate offers: price, technical capabilities, and delivery date. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so. To be eligible for an award, contractor must be registered in the Central Contractor Registration (CCR) database. A contractor can contact the CCR by calling 1-888-227-2423 or e-mail at http://www.ccr.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register. All invoices shall be submitted through Wide Area Work Flow. You can register at https://wawf.ef.mil/index.html. All responses must be received by 9:00 a.m. Mountain Time on 18 September 2008. If the Contractor is quoting an equal item, all specifications shall be submitted with the quote.
