- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.The proposed contract action is for the Mediwatch Encompass Pelvic Floor urodynamic testing system for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 'Only one responsible source and no other supplies or services will satisfy agency requirements'. The use of a brand name specification is essential to the Government's requirements and precludes consideration of a product manufactured by another company. The VA has a requirement for a urodynamic testing system with advanced analysis capabilities and integrated patient information. The equipment must use the Windows operating system and Microsoft Office applications to export reports and data to allow the results of urodynamic investigations to be captured into the VA CPRS system. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to September 19, 2008 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This solicitation VA-261-08-RQ-0366 is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. Only emailed requests received directly from the requester are acceptable. The North American Industry Classification System (NAICS) number is 339112 and the business size standard is 500 employees.
