Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. The solicitation number is W912EF1680362 and is issued as a request for quotes. This requirement is set aside 100% for Small Business Concerns. The associated North American Industrial Classification System code for this procurement is 325211 with a small business size standard of 750 employees. All quotes need to be received by 19 September 2008 at the Contracting Division, Walla Walla District Corps of Engineers, 201 N. 3rd, Walla Walla, WA 99362, Attn: S. Yoder, Stephen.m.yoder@usace.army.mil. Please submit the required Representations and Certifications under FAR 52.212-3 with the quote. FOB Destination shall be Umatilla OR 97882. Line Item 0001: Track Guides 10ea. Line Item 0002: ESBS Brushes 160ea. 1.0INTENT The following specifications pertain to the purchase of inner frame tracks (chain guides) and sweep tube brushes for the Extended Submersible Bar Screens (ESBS) at McNary Lock and Dam. 2.0SCOPE The successful bidder shall be required to fabricate and deliver each ESBS system component to McNary Lock and Dam by the date shown in Section Shipment and Delivery. 3.0DRAWINGS FOR INFORMATION ONLY DRAWINGS Drawing NumberDescription MDP-5.14-3-4-4/117TAKE UP ASSEMBLY MDP-5.14-3-4-4/118TAKE UP DETAILS SHEET #1 MDP-5.14-3-4-4/120TAKE UP DETAILS SHEET #3 MDP-5.14-3-4-4/123 SWEEP TUBE DETAILS MDP-5.14-3-4-4/77INNER FRAME TRACKS ASSEMBLY MDP-5.14-3-4-4/78INNER FRAME TRACK MOUNTING DETAILS MDP-5.14-3-4-4/79INNER FRAME TRACKS 4.0GENERAL 4.1The Inner frame tracks and sweep tube brushes shall be manufactured to be exact replacements for existing Inner frame tracks and brushes that are in service. 4.2The drive shafts and couplings shall be manufactured from the same type of materials as per the supplied drawings, and shall be constructed according to the contract drawings and specifications unless otherwise noted. All material shall be domestic. 4.3All UHMW material shall be polyethylene. 5.0SYSTEM REQUIREMENTS 5.1Each bristle hole shall contain no less than 40 bristles of 0.034 to 0.036 crimped black nylon extra heavy filament material 5.2The system shall be able to withstand an underwater environment for extended periods of time and for up to 1 year with little to no maintenance required. 6.0SUBMITTALS Before acceptance of Or Approved Equal bids, submittals must be approved by Contracting Officers Representative (COR). Submittals include copy of system drawings, manufactures catalog cuts, O&M manual, specification sheets, and warranty. 7.0WARRANTY Each component shall be covered by a minimum one-year warranty on all parts, labor, and workmanship from factory defects. 8.0SHIPMENT AND DELIVERY All items shall be delivered FOB to McNary Lock and Dam within 8 weeks of contract award. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to McNary Lock and Dam. No shipments are allowed other then normal business hours of Monday-Thursday 6:30AM-5PM, excluding holidays. Offeror must be registered on Central Contractor Registration before an award can be made to them. If offeror is not registered in CCR, you may do so by going to the CCR web site at http://www.ccr.gov. PROVISIONS AND CLAUSES: The following Provisions will apply: FAR 52.204-7, Central Contractor Registration, FAR 52.212-1, Instructions to Offerors Commercial Items, FAR 52.212-3, Offeror Representations and Certifications Commercial Items. The following clauses will apply: FAR 52.212-4, Contract Terms and Conditions Commercial Items, and in FAR 52.212-5(b), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, the referenced clauses: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.225-13, 52.232-33. Other applicable clauses: FAR 52.211-6, 52.252-2, DFAR 252.204-7004A, 252.212-7001. As per FAR 52:212-2 Evaluation-Commercial Items: This solicitation will be awarded based on the lowest priced, technically acceptable, and most expeditious delivery. Delivery shall be made not later than 30 October 2008.
