Description
The U.S. Army Corps of Engineers, Savannah District, intends to issue a sole source purchase order to Virginia Transformer Corporation, Roanoke, Virginia, for the repair of a transformer for the Static Start System at the Richard B. Russell (RBR) Project, Elberton, Georgia. The Scope of Work for the transformer repair will include: (1) Pick up transformer at the RBR Power Plant, Elberton, Georgia, and deliver to the Virginia Transformer facility in Roanoke, Virginia; (2) disassemble transformer and remove defective coil; (3) build and install new replacement coil. The new coil and the transformer assembly are to conform to the original specifications; (4) perform testing in accordance with IEEE C57.12.01 table 15. Testing shall include Resistance measurements, Ratio, Polarity and Phase Relation, No-load losses and Excitation Current, Impedance Voltage and Load Loss, and Dielectric Tests. The Government may choose to witness these tests; (5) Furnish certified test reports to the Government; (6) Paint transformer as needed - match existing; (7) rewire and test controls, as needed; (8) Ship the unit back to RB Russell Power Plant; and (9) complete all work including delivery of the transformer back to the RB Russell Power Plant in 56 calendar days. Virginia Transformer Corporation (VTC) is a small business. VTC custom designed and built this equipment for the Static Start System at the RBR Project. Based on the market research conducted, Virginia Transformer, the manufacturer of the transformers, is the only known source capable of repairing the equipment. Therefore, the Government intends to procure from only one source in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2)(iii)(B). This will be a small business set-aside, commercial acquisition using simplified acquisition procedures in accordance with FAR Parts 12 and 13. This is not a request for proposal. A determination not to compete this requirement is within the discretion of the Government. Companies that can provide these services must submit their technical capabilities, past performance information, price and delivery time. This information will be reviewed by the Government technical representatives for consideration for future requirements. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. All inquiries and concerns must be addressed in writing by email to Laney Parker at elaine.d.parker@usace.army.mil. Telephone requests or inquiries will not be accepted. Responses to this notice shall be received no later than 11:00 AM Eastern Daylight Savings Time, Monday, September 22, 2008.
