- This is a combined synopsis/solicitation for commercial items prepared in accordance with the Simplified Acquisition procedures in FAR 13 and the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. W911SA-08-T-0232 is issued as a Request for Quotation (RFQ) and is due by 19 September 2008, 1600 CST. The RFQ is a fixed price contract with a requested delivery date of 30 October 2008. This is a small business set-aside, with NAICS code 334511, and the small business size standard is 750 employees. This requirement is to furnish the following: CLIN 0001: Easytec XP, or equal, Hand Held Explosive Detector, must meet the following salient features: Hand held portable explosive detector which is capable of non-contact, point detection for trace amounts of explosive material to include: C4, RDX, PETN, TNT, TATP, EGDN, DNT, HMX, ANFO, black powder, ammonium nitrate and nitroglycerine. This device needs to operate using Ion Mobility Spectroscopy, IMS technology and contain Americium-241 as the primary isotope, enabling real time detection and analysis. The device must be capable to being held with one hand, be lightweight, weighing less than five pounds, including a rechargeable nickel hydride battery pack, and must be rugged enough for field operations but also low annual maintenance., UNIT PRICE $_________________ EACH x QUANTITY 4 = TOTAL AMOUNT $___________________. Contractors submitting for or equal items must provide complete product specification and demonstrate that the items meet or exceed the specifications. Failure to provide information as specified in this synopsis/solicitation may result in quote not being considered for award. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database. Specifically, 52.212-3 Alt I shall be completed electronically at http://orca.bpn.gov by the solicitation due date to be eligible to receive an award for this solicitation. In accordance with FAR 52.212-1(k), prospective awardee shall be registered and active in the CCR database prior to award. If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer (NLT due date/time of solicitation), the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
