Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Mission & Installation Contracting Command (MICC), Directorate of Contracting, Fort Eustis, VA, intends to award a contract to purchase 1 each Single Channel Ground and Airborne Radio System (SINCGARS) simulation and MTS transportation vehicle communication system. The MTS is a Logistics tracking and email system that will be replicated into the existing Convoy trainer (gaming environment). The SINCGARS system is a stand-alone system external to the gaming system, functions independently, and includes both hardware/software components. The hardware required for network communications includes the following: Telestra Target Platform, Communications Modeling Package, Lightweight Telex single Earphone Headset, and Push to talk Switch Belt, Inline. Included in the control workstation is the end state product of the following software and hardware: Telestra Target Platform, Communications Modeling Package, MTS Simulations Programming, Gui Tools, MTS Screen Functionality, and Tracer Link. A technician will be required to set up the equipment, train the trainer, and provide technical support and any other training development for the training suite. Delivery is required within 30 days after contract award. The government intends to purchase services from General Dynamics, Fairfax, VA. General Dynamics is the only known source that can provide this propietary software with all required capabilities within the required timeframe and with no mission impact. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 17 September, 2008, on this synopsis, will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
