- GENERAL INFORMATION Solicitation Number: AG-0116-S-08-0080 Quotes Due: September 22, 2008 Set Aside: Total Small Business CONTRACTING OFFICE ADDRESS Department of Agriculture, Forest Service, R-10 Tongass National Forest, Federal Building, 648 Mission St. Acquisition Management, Ketchikan, AK, 99901, UNITED STATES DESCRIPTION REQUEST FOR QUOTES: This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. SET-ASIDE: This acquisition is totally set-aside for small business concerns, NAICS 334516. The small business size standard for this acquisition is 500 employees. Submission of a quote constitutes a representation that the contractor is a small business. ITEM DESCRIPTION: The Forest Service intends to purchase a: Item 1: Field-Portable X-Ray Fluorescence (FP-XFR) Instrument with the following characteristics, capabilities and services: (a)Single, self-contained unit, portable, small, light-weight, prefer less than < 3 pounds. (b)Rugged. (c)Prefer flip-up screen. (d)Never requires source replacement. (e)Able to deliver lab quality results that are approved by EPA. System is capable of analyzing prepared soil samples with a lead (Pb) in soil detection limit of 20 ppm. System is capable of demonstrating the Environmental Lead Proficiency Analytical Testing (ELPAT) proficiency, and meets the instrument specification for EPA Method 6200: Field Portable X–Ray Fluorescence Spectrometry For the Determination of Elemental Concentrations in Soil and Sediment. System can quantify at least 20 elements, including all RCRA elements, and provides quick screening of sludges and liquids, as well as unprepared soil samples. (f)System is capable of analysis of: Sulfur (S), Potassium (K), Calcium (Ca), Scandium (Sc), Titanium (Ti), Vanadium (V), Manganese (Mn), Chromium (Cr), Iron (Fe), Cobalt (Co), Nickel (Ni), Copper (Cu), Zinc (Zn), Tungsten (W), Mercury (Hg), Arsenic (As), Selenium (Se), Lead (Pb), Thorium (Th), Rubidium (Rb), Uranium (U), Strontium (Sr), Zirconium (Zr), Molybdenum (Mo), Palladium (Pd), Silver (Ag), Cadmium (Cd), Tin (Sn), Antimony (Sb), Barium (Ba), Cesium (Cs), Tellurium (Te) (g)Able to or capable of being upgraded to analyze Lead-Based Paint Testing. (h)Non- radioisotope based unit. Item 2: One time on-site training at the address listed below. APPLICABLE CLAUSES: The following Federal Acquisition Regulation clauses are incorporated by reference: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 2007) the following clauses are checked as included: 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.222-50, 52.225-3 Alternate I. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.232-33, Payment by Electronic Funds-Central Contractor Registration and FAR 52.212-3, Offeror Representations and Certifications Commercial Items. All contractors must be registered in the Central Contractor Registration database (CCR) and include a copy of their representations and certifications (ORCA) with their quote unless they have been completed online. All contractors must be registered in the CCR database and provide evidence of compliance with 52.212-3 (ORCA) to be considered for award.
