Description
The VA Pittsburgh Healthcare System (VAPHS) has a requirement for Reference Laboratory Services consisting of the following laboratory disciplines:1) Miscellaneous STAT tests (2 hour turnaround time for results) 2) Virology Testing (including CMV PCR Quantitative), and 3) Histocompatibility Testing for Solid Organ Transplantation (Currently for renal and liver transplants). The contract period is November 1, 2008 - October 31, 2009. The Reference Laboratory must be located within 30 minutes ground transportation from the VAPHS, University Drive Division, University Drive, Pittsburgh, PA 15240 to facilitate 2 hour turnaround times for STAT tests and 4 hour turnaround times for cadaver donor crossmatches. The reference laboratory must be licensed/accredited by the Joint Commission, College of American Pathologists, certified as meeting the requirements of the Dept. of Health and Human Services Clinical Laboratory Improvements Act (CLIA) of 1988, and maintain accreditation through the American Society of Histocompatibility and Immunogenetics. The reference laboratory must be a member of the Organ Procurement and Transplantation Network (OPTN)and must be be a United Network for Organ Sharing (UNOS) designated Histocompatibility Laboratory. The Histocompatibility Laboratory must have the ability to directly enter into UNet SM, UNOS' computer-based network for allocating donated organs and managing transplant data. This is an unrestricted procurement. Offers will only be accepted from reference laboratories meeting all requirements identified in the solicitation. The solicitation will be issued September 15, 2008. A price proposal and technical proposal addressing the evaluation factors identified in the solicitation must be submitted to the Contracting Officer NLT October 1, 2008. Award is subject to availability of FY 2009 funds.
