- The Fleet and Industrial Supply Center Norfolk (FISCN), Norfolk Contracting Department is currently planning a procurement for a Third Party Logistics (3PL) Provider that requires a single contractor to perform Hazardous Material (HM) management services and Consolidated HM Reutilization and Inventory Management Program (CHRIMP) support to FISCN, Hazardous Material Program Office, at the following regional locations: (a) Naval Air Station Patuxent River (NAS Pax River), MD and the outlying installations of Webster Field and Solomon Island, MD; (b) Navy Support Activity (NSA) Dahlgren, VA; and (c) Naval Air Facility (NAF) Andrews Air Force Base. It is anticipated that after contract start-up, additional sites will be added to the requirement in accordance with the following timeline: (a) FY 2009 - NSA Indian Head, MD and the Navy Ordnance Test Facility at the Stumpneck Road; (b) FY 2010 - NSA Annapolis, MD; (c) FY 2010 - NSA Anacostia, Washington, DC; (d) FY 2010 - NSA! Carderock, Washington, DC; (e) FY 2010 - NSA Washington Navy Yard, Washington, DC. This is a Source Sought Synopsis to identify technically qualified Small Business Third Party Logistics Providers interested in operating HM management utilizing CHRIMP procedures at the locations identified above. Services will be requested for a one-year base period and two one-year options. This proposed acquisition will be conducted under North American Industry Classification System (NAICS) 561210, Facilities Support Services, which establishes a small business standard of $35.5M. Interested firms shall provide the following information: (1) No more than a 2 page summary demonstrating their financial and technical capability to perform the following services: a. Supply HM and manage various levels of inventory at different locations/installations; b. Procure $1.5 million to $2 million of just-in-time HM inventory levels that will be stored in Government warehouses (reimbursement will occur with issuance of material); c. Provide free delivery services to ashore and afloat customers; d. Provide personnel with knowledge of HM transportation procedures, hazardous communication standards, familiarity with Material Safety Data Sheets, and hazardous properties; e. Possess an approved purchasing system with the capability of processing Government Purchase Card transactions as a method of payment up to $100,000; and f. Support the CHRIMP business processes; g. Operate Hazardous Minimization Centers (HAZMIN) and utilize a hazardous inventory management tracking! system. (2) Complete Attachment 1 Past Performance Information Form to address experience in performing contracts (maximum of 5 contracts) that are relevant to that described above. (3) Indicate your business size under NAICS 561210 - large business, small business, veteran-owned small business, service disabled veteran-owned small business, HUBZone small business, 8(a), small disadvantaged small business, and/or woman owned small business. Proprietary information submitted will be protected, when so designated. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up requests. (3) Teaming arrangements will be permitted and encouraged. If you intend to form a team for this procurement, provide a discussion of the teaming relationship. If the teaming partners are already identified you should provide the name of all teaming partners, the anticipated type of teaming arrangements, address the specific services each member will provide, and include applicable experience for each member. In some cases you may be able to joint venture with one or more small businesses and not be considered affiliated as long as each member of the joint venture is small under the applicable NAICS code (13 CFR 121.103(h)(3)). The limitation on subcontracting would apply to the cooperative effort of the joint venture not each individual member (13 CFR 125.6(i)). No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. Any information received in response to this announcement will be used to determine the availability of interested sources that are qualified to perform 3PL HM management and CHRIMP services.
