- The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Federal Protective Service (FPS) intends to negotiate on a sole source basis with National Law Telecommunication System, Inc (NLETS), 2930 E. Camelback Road, Suite 160, Phoenix, AZ, 85016-4412 pursuant to 41 U.S.C. 253(c)(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. NLETS is the only known reliable source that con provide these services. The request is to provide a secure environment for information sharing to include intelligence, driving records and criminal histories. A capable vendor will provide to the FPS and its users an international, computer-based message switching system that links together state, local, and federal law enforcement for the purpose of information exchange. It must also provide information services support in response to the growing number of justice related applications. Vendor must have the capability to transact over 30 million messages per month between approximately two-hundred (200) terminals without misuse of or breach of secured information. The use of these terminals and the exchange of information is fundamental to the mission of the FPS and a knowledgeable and long standing vendor with experience of this magnitude is required. The period of performance for this requirements is October 1, 2008 through September 30, 2009 with the possibility of additional ordering periods. Respond to this requirement by submitting written capabilities/specifications to the Contract Specialist listed. This notice of intent is not a request for competitive proposals; however, all responses received within 5 days from the publication of this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received within 5 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with NLETS, Inc. The NAICS Code is 517110. This purchase is to be processed using FAR part 13, Simplified Acquisition Procedures. There is no solicitation package available.
