Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with NeuroLogica Corporation, 14 Electronics Ave., Danvers, MA 01923-1011, as the only responsible source that can provide a CereTom Portable 8-Slice CT system to allow the scan to be performed while the patient remains in their hospital bed without transfer. Regulatory Requirements: The system and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. This acquisition is being conducted under simplified acquisition procedures FAR 13.501 under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 334517. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. The requirement is for two portable computed tomography (CT) systems, one at National Naval Medical Center Bethesda and one at Naval Medical Center Portsmouth. The systems shall be dedicated to scans of the head and neck. The CT systems shall be less than 1000 lbs, operate on battery power, and be able to acquire at least 8 slices per revolution. The systems shall be operated with the following design limitations: 110-240 VAC, 60 Hz, and single phase. The systems shall be capable of up to 140kVp and 7mA operation with both helical and axial modes. The systems shall be used in any area of the hospital including the intensive care unit, emergency room, and operating room, have PACS integration, and be DICOM 3.0 compatible. The CT systems shall include attached operator shielding, specialized bed adapters to allow the scan to be performed while the patient remains in their hospital bed without transfer, and a power assist device to allow for the scanner to be easily moved from one location to another within the hospital. Onsite user training shall be provided with this procurement. Vendor maintenance is required with a response time of less than 72 hours. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The units do not have to be purchased together.
