- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is request for quote (RFQ) number SP4410-08-Q-2043. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-19. This is a small business set-aside; NAICS code 334511 applies. The size standard is 750 employees. All pricing is for shipment to 74 N Washington Ave, Battle Creek, MI 49017. The Trace Detector must be delivered to the destination within forty (30) days after award. The following contract line items (CLINs) apply. CLIN 0001: Trace Detector 2 each. Must meet or exceed the following: - Explosives Detected: RDX; ETN; TNT; Semtex; Ammonium Nitrate - Chemical Warfare Agents Detected Nerve and blister agents such as: Tabun; Sarin; Soman; Agent VX and VX; Nitrogen Mustard 3 - Toxic Industrial Chemicals Detected: Hydrogen Cyanide (HCN); Phosgene; SO2; NH3 - Display screen - Ready Time Under 10 minutes from cold start - Analysis Time Detection in 30 seconds - Complete analysis in 60 seconds - Handheld device being under 15 lbs - Atleast a 4-hour battery - Operating Temperature Range 0°F to 113°F Federal Acquisition regulation (FAR) 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. Paragraph (a) is filled in with price. Award will be made to the responsible, responsive offeror who provides the lowest price. Offerors are required to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The following additional FAR clauses cited in the clause are applicable to the acquisition: Section b clauses 1, 5, 7, 9, 16, 18, 19, 20, 21, 22, 23, 24, and 34. Defense Federal Acquisition Supplement (DFARS) clause 252.212-7000 Offeror Representations and Certifications--Commercial Items (Jun 2005) is applicable to this acquisition. DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. (Apr 2007) the following additional clauses cited in the clause are applicable to this acquisition: Section (a) 1; Section b – 4, 5, 14 and 20(i). Numbered Note 1 applies to this solicitation.
