Description
This combined synopsis/ solicitation is in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. The Federal Law Enforcement Training Center (FLETC) located at 1300 W. Richey Avenue, Artesia, New Mexico, intends to award a firm-fixed price purchase order for Goodyear Eagle RSA tires. The requirement is for 2000 each of tire size P225/60R16, 200 each of tire size P225/60R18, and 350 each of tire size P235/55R17. Delivery requirements for tire size P225/60R16: 101 each to be delivered on October 01, 2008; 633 each to be delivered on December 31, 2008; 633 each to be delivered on March 02, 2009; and 633 each to be delivered on June 01, 2009. Delivery requirements for tire size P225/60R18: 101 each to be delivered on October 1, 2008; 33 each to be delivered on December 31, 2008; 33 each to be delivered on March 02, 2009; and 33 each to be delivered on June 01, 2009. Delivery requirements for tire size P235/55R17: 101 each to be delivered on October 1, 2008; 83 each to be delivered on December 31, 2008; 83 each to be delivered on March 02, 2009; and 83 each to be delivered on June 01, 2009. Tires must be Goodyear Eagle RSA tires; no other brand of tire will be acceptable. Justification: Driver Training puts high amounts of stress and temperature on a tire. Adding to that concern is that driver training continues in any prevailing weather condition and it is imperative that a high quality tire be used. Law enforcement agencies rely on the findings of the NIJ which is the research, development and evaluation agency of the U.S. Department of Justice. Its mission is to advance scientific research and development of technology to help State and local law enforcement, corrections, and other criminal justice personnel perform their duties more safely and efficiently. The NIJ test a variety of products that include but are not limited to law enforcement such as vehicles, weapons, bullet resistant vests and tires. If a vendor has a product that they want to have tested for use by the Law Enforcement and Corrections community, NIJ through the National Law Enforcement and Corrections Technology Center will provide an evaluation of the product. No other Federal testing of tires has been accomplished since the 2001 testing by the NIJ which is documented in the Equipment Performance Report 2001 Patrol Vehicle Tires. The NIJ conducted several tire tests to include the Firestone Fire hawk PV 40, the General XP-2000 and the Goodyear Eagle RSA. The General tire is a good wet road tire but does not perform as well on dry surfaces. The Firestone performs well on a dry surface but does not perform well on a wet surface. The Goodyear Eagle RSA has the best performance on the combination of both surfaces. This procurement is set aside for small businesses. FAR Clauses 52.212-4 and 52.212-5 are applicable to this acquisition.
