- Pre-Solicitation Notice Common Army Ranges and Target Systems (CARTS) Subject: Common Army Ranges and Target Systems (CARTS) Contract: Multiple Award ID/IQ Contracts Delivery: Contractual years FY09-FY13. The aggregate ceiling of the contracts is $400 million, based on the total estimated cost of future requirements for five years. Award is anticipated for 2nd QTR FY 09. Release of the RFP is anticipated for 1st QTR FY 09. Description: Program Executive Office, Simulation, Training and Instrumentation, PEO STRI, plans to release the Solicitation N61339-08-R-0039, Common Army Ranges and Target Systems (CARTS), formerly known as Integrated Target Systems and Components (ITSC) on or near November 2008. Contract types will include FFP, T&M and Cost. It will be a Multiple Award Indefinite Delivery/Indefinite Quantity contract with delivery orders for each task. There will be three LOTS total with two LOTS targeted for full and open competition and one LOT as a partial Small Business set-aside. The CARTS ID/IQ contracts will provide for the basic production, engineering studies, designs, minor construction, integration services, logistics support and technical data for the Department of Defense, and other Government agencies including state/local government entities for the development and fielding of range instrumentation systems/infrastructures and Future Army System of Integrated Targets (FASIT) and non-FASIT target systems and components. This Statement of Work delineates the types of work efforts to be included in the CARTS ID/IQ contracts. This Statement of Work is broken down into several key conceptual areas: a.Production: This allows for the fabrication and purchase of individual FASIT and non-FASIT components (presentation devices, special engagement devices, range effects devices, engagement scoring devices, representation devices, and auxiliary range items) to support the requirements of a training range. b.Systems Engineering/Integration: These efforts allow for the installation and integration of the FASIT and non-FASIT components into integrated systems, technical studies and prototyping of conceptual designs, and minor construction/modification of range facilities in support of FASIT and non-FASIT component fielding and integration. These efforts range from the installation of basic training ranges to advanced simulation and instrumentation equipment to experimentation support of training ranges. c.Logistics and Technical Data: These efforts include all aspect of life cycle product support, to include new equipment training, mission support, technical data packages, spares, and consumables. The general concept for the CARTS ID/IQ is to provide a contractual vehicle to support the fabrication, integration, deployment, and maintenance of components in support of training ranges, both as integral components of larger ranges, or integrated entireties of smaller ranges. The CARTS solicitation will have approximately three LOTS. LOT I - Range Devices which will include Presentation Devices, Range Effects Devices, Engagement Scoring Devices, Precision Engagement Devices, Common Instrumentation Communication, Range Interface Module, Personal Area Network, Handheld Devices, Non-Tactical Training Enablers, and Power Distribution Module. LOT II - Range System Engineering/Integration to include Minor Range Construction or modifications, Non-permanent training mock-ups, Live fire facilities, Integration and Installation, Communication network systems, Audio/video/digital data, Recording system, Editing system, After action review, Central control systems/software, Range Subject Matter Expertise, Visual Recognition skills, Experimentation support and Scenario Generation. LOT III -Auxiliary Range Devices to include Auxiliary Range Support, Representation Devices, and Battlefield effects/sound effects. All awarded contracts will receive generic CLINs, which will support Technical Data deliverables for Technical conceptual studies, Range redesign/modification analysis, Rapid prototyping, New equipment training, Technical data packages, Spares, and Consumables.
