- This requirement is sole-source commercial item buy to North Carolina A&T State University. The following defines the minimum requirements: LOGISTICS ENGINEERING SUPPORT This Statement of Work (SOW) establishes the requirements for the development and facilitation of workshops focused on a Logistics Engineering strategy for the Engineering Directorate of the Aviation and Missile Research, Development, and Engineering Center. It also includes the development of a recommended training program for Logistics Engineering. Logistics Engineering is the engineering discipline that addresses that portion of logistics requiring the mathematical, analytical and system design disciplines usually assigned to an engineer. A logistics engineer should be able to perform an analysis of alternatives based on quantitative and qualitative analysis and must understand operational concepts and doctrine in order to be able to provide logistical assessments based on system and organizational design. Logistics Engineering sets the stage for the life cycle sustainment cost of the Army Aviation and Missile weapon systems. The discipline ensures that operational requirements are established into a product baseline that will achieve life cycle logistics and supportability requirements for our systems. Each of the components and sub-components of a weapon system require a systems engineering effort in support of establishing the product baseline to achieve logistics performance parameters related to reliability, repair time, inspection simplification, maintenance approaches, diagnostics, spare and repair parts, and maintainability. The key logistics parameters associated with performance in the field requires application of engineering analysis and design. The Logistics Engineer ensures that supportability is co-equal with cost, schedule, and performance. The Aviation and Missile Life Cycle Management Command (LCMC) is in critical need of Logistics Engineering expertise. Through reorganizations and attrition, this expertise has diminished over the years. The Engineering Directorate is developing the mission of providing logistics engineers in support of the LCMC.
