Description
This is a notice of intent to negotiate a sole source procurement for a brand name product under the authority of Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source with Maquet, inc. 1140 Route 22 E STE 202 for supplies to include, but may not be limited to, the following: Surgical Service requests Operating Room booms, lights, and articulating arms. It is required that the contractor meet the following requirements Equipment Description One mount with multiple arms to hold lights and articulating arms. This needs to be a low profile, "ceiling hugging" design. Ceiling service units expressly designed for operating rooms, intensive care and emergency units offering large, unobstructed surface area for positioning outlets, accessories, and shelving to consolidate and organize equipment, utilities, and communications systems. Key Features High Capacity With Open Architecture - Large, internal channel (up to 4.7 inches - 120 mm) for current and future capacity requirements (including multimedia use). From light arm to high capacity arm - must have a reach of 24 to 94 inches (60 to 240 cm) using a combination of single or double arms. System must be appropriate for rooms with limited square footage, 400- 600 sq ft. Equipment boom must be designed for general applications and a specific design should be available for perfusion procedures. Integration/Adaptability Must incorporate all of the outlets and connections - all the way to the ceiling - that are essential for handling the various signals used in video, monitoring and integration. The option of cable management outputs on the module must offer flexibility in the choice of integration partners. Therefore, cables must be easy to install and are given lasting protection. Panels must support all kinds of outlets, including multimedia, video, telephone and nurse call. Flexible and Easy to Position Beams must be easily moved due to their considerable rigidity and tapered roller bearings. Combined with friction brakes, this extra stability must provide maximum strength for the workstation. Optional electropneumatic brakes must make positioning of heavy loads easy. Brake options must be available on all axes for maximum flexibility. Flexibility of Reach Must provide flexible and versatile reach to ensure equipment can be moved into desired location. Additional Must be compatible with other video integration systems including but not limited to the Da Vinci robot video system. The applicable NAICS code for this solicitation is 334510. The standard size in number of employees is 500. This procurement is based on the determination that the Government's minimum needs can best be satisfied by supplies available from this entity. This notice of intent is NOT a request for competitive proposals. Interested parties may identify their qualifications/capabilities by detailing their experience in providing this service, to the Contracting Officer, by e-mail to Kimberly.Perkins3@va.gov. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open this requirement to competition based on responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable and responses received after September 14, 2008 at 3:00pm will not be considered. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Identification of the agency and the contracting activity. VA Boston Healthcare System - West Roxbury Campus - Surgical Service 2. Nature and/or description of the action being approved. Sole source procurement for OR equipment. Transaction No: 523-08-4-4906-0162 3. Description of the supplies or services required to meet the agency's needs (including the estimated value). Satellite Ceiling Mount System - OR Booms and articulating arms. 4. Identification of the statutory authority permitting other than full and open competition. FAR 6.302 - ONLY ONE RESPONSIBLE SOURCE 5. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited. Maquet is the manufacturer of the Satellite Mounting System, OR booms, and articulating arms. The Satellite Mounting System will allow the OR to take down the existing lights and reuse them in conjunction with integrated flat panel arms off of one structure while not compromising ceiling height. The mounting system also allows extenuating arms to come from three separate locations on the same mounting structure, or "tandem mount." The tandem mount will support the articulating arm with flat screens and the existing ALM/Getinge operating room lights. The Maquet tandem mount system has a small profile, provides adequate head room, and has been tested and approved for use with the existing lights. Other manufacturers can not provide an approved system that has been tested and shown to work with the existing lights and arms. These arms will only connect to the satellite mounting system. The Maquet system will allow the existing OR's to reuse the current operating room lights (a cost savings close to $120K) with integrated flat panel arms off of one structure, while not compromising ceiling height and room space. The reuse of existing equipment is critical and a cost avoidance issue. If this equipment is not reused as a result of another vendor being utilized for the procurement, the new equipment will cause significant budgetary issues for a project with limited funding. The same feature with another vendor would require that all arms come from a center point of access and thus the center post would come down further into the surgical field. The current ceiling height in the West Roxbury Operating Room's is unusually low and this would prove to make the surgical field cluttered and difficult to maneuver potentially impacting patient safety. Hybridization of the O.R. system should be avoided, as "piecing together" various components from different vendors can cause integration issues. The West Roxbury campus has standardized to a particular articulating arm and only the Maquet product can integrate with this without causing workflow issues. In addition, Maquet was able to build the OR's using proprietary OR3D software to insure proper passages of equipment boom arms with existing lights and room dimensions. They can also provide a retractable and articulating boom for perfusion (PLG boom). Due to the hospital's uniquely small rooms, it was required that a vendor also be versatile enough to provide the smallest boom footprint on the market. Maquet satisfied this requirement. In addition, a great deal of planning and design has gone into the customization and strategic placement of the booms, ceiling utilities, and supporting structure(s). This type of planning and design is specific to the particular vendor boom and would require complete redesign to accommodate another brand or even model. Due to the amount of equipment the O.R. staff wished to place on these booms, a vendor with sufficient weight capacity was also required which Maquet satisfied as well. Furthermore, the LED ambient lighting is provided on Maquet booms. Digital images will be sent from equipment located on the boom to various screens in the operating room including the flat panel held by the Marquet articulating arm near the surgical site. Signal wire will be routed through the piping systems of the boom and the articulating arm. Consistency of this path is imperative.
