- Bids are being solicited under solicitation number RFQ-RT-08-00238. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein. If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. To view the specifications, please go to www.FedBid.com and reference Buy No. 89689. GSA Schedule Bids Preferred, But Not Required: Sellers may either provide a GSA Schedule or an Open Market bid. If bidding with a GSA Schedule, the requested items must be on that Schedule. The Schedule must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective GSA Schedule AND upon approval from the soliciting Contracting Officer. Information regarding GSA Schedules can be found at www.GSA.gov. This requirement is unrestricted and only qualified sellers may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-09-26 10:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Durham, NC 27703 The Environmental Protection Agency requires the following items, Brand Name or Equal, to the following: LI 001, Semi-continuous particulate mass monitoring instrument for the measurement of non-volatile and violatile fractions of PM2.5 and PM10-2.5 mass. Dichotomous monitor with FDMS. System to include instrument with 2 TEOM's, 2 FDMS systems, virtual impactor, accessories, pump, consumable pack, accessory package, and appropriate tubes and connectors. 1-Year Instrument Warranty, Nominal supply voltage and frequency of external pump - 120 VAC 50/60 Hz (Standard).Thermo Part #s 1405DF and 1405DF-A Or Equal, 1, EA; LI 002, Inlet PM-10 US EPA for item #1 Thermo Part #1405DF-E Or Equal, 1, EA; LI 003, Support tripod for flow splitter Thermo Part #57-000604 Or Equal, 1, EA; For this solicitation, Environmental Protection Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Environmental Protection Agency is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. The North American Industry Classification System (NAICS) code associated with this procurement is 334519 and the business size standard is 500 employees. Vendors must be cognizant of the Energy Policy Act of 2005 (EPAct of 2005) and the Energy Star, Federal Energy Management Program (FEMP) and Labs 21 programs. EPA contracting officers must procure energy efficient laboratory equipment to the maxiumum extent practicable. Offers must include sufficient material to permit the Government to determine tbat the proposed product(s) will meet the EPA's critical specifications. Any specific variances from the EPA's specifications shall be addressed by the Offeror with respect to how the Offeror's proposal provides alternative equivalence. Offerors must submit product information, including brochures/literature if quoting "equal" to the US EPA's requested products. Submit this information separately to Mattison.Barbara@epa.gov. The Government reserves the right to require additional pricing information, if necessary, to determine if the proposed price is fair and reasonable. US EPA contracting officers must review and comply with Interim Policy Notice (IPN) 08-02. Information Technology (IT) products must be Electronic Product Environmental Assessment Tool (EPEAT)-Registered products, when applicable. The contracting officer shall procure electronic products based on their environmental attributes.
