- The Office of Justice Programs (OJP), National Prison Rape Elimination Committee (NPREC) intends to issue a purchase order on a sole source basis to The Moss Group, 13 Ninth Street, NE, Washington, DC 20002-6011. The NPREC requires the immediate services of an organization with established knowledge in the Prison Rape Elimination Act (PREA) implementation nationally, along with demonstrated capacity to access persons and places who are successfully implementing (PREA) models around the country. NPREC seeks assistance identifying challenges in PREA training and policy development and implementation, to enhance commentary in the Commission's final report. The Commission's recommendations will benefit from field examples indicating affirmative and successful ways to address sexual violence in prisons and jails. Specific tasks will include consulting, technical assistance and report review, as well as research and writing assistance on some defined topics. The Moss Group's PREA efforts have included extensive work in 49 states and over 150 on site technical assistance events. The Moss Group has conducted training for staff on every level of the organization and has covered many settings, including prisons, jails, community corrections and juveniles. Their consultants often conduct comprehensive assessments of facilities to address facility vulnerabilities to sexual abuse. The Moss Group has also consulted with executive leadership on policy and practice throughout the country; including hosting meetings with executive leaders and providing opportunities early in the PREA implementation period for NPREC Commissioners to interface with the leaders in corrections. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing to OJP, 810 7th Street, NW, Room 3626, Washington, DC 20531, Attn: Karen S. Washington, by facsimile at (202) 307-0086 or by email at Karen.Washington@usdoj.gov within 5 days of the published date of this notice. Documents over 10 pages in total will not be accepted by facsimile. Verification of receipt of fax and email transmission is the sole responsibility of the contractor. All OJP contractors are required to register in the Central Contractor Registration (CCR) database prior to receipt of award. If no competitive responses are received, an award will be made to The Moss Group.
