Description: Due to delays in issuing the solicitation, this is a 2nd notice and revision of the original notice which was posted Jan. 18, 2008. The Department of State (DOS) intends to issue a solicitation for Consolidated Receiving Point (CRP) Services consisting in part of packing, crating, moving, and storage services in support of the DOS in the Seattle, Washington area. The required services will include, but are not limited to: non-personal services for providing receipt, inspection, inventorying, consolidation, export packing, temporary storage, and delivery to pier and related services connected with the forwarding of U.S. Government-owned furniture, furnishings, commissary items, supplies, personally owned and government owned vehicles, and equipment required by the DOS for its Foreign Service Posts, and forwarding /receiving household effects (HHE) belonging to U.S. Government employees. Unless otherwise specified, all Contractor deliveries are “FAS” carrier Seattle/Tacoma, Washington Commercial Zones. For purposes of this contract, the Contractor’s place of performance must be within a fifteen – (15) mile radius of the radius of the U.S. Despatch Agency office in Seattle, Washington. As part of this effort the contractor will provide qualified personnel to enter Purchase Orders (P.O.'s) received by the Despatch Agency into the appropriate computer database. The personnel will be required to have a favorable Moderate Risk Public Trust (MRPT) clearance conducted by the Bureau of Diplomatic Security. After award of the contract, the contractor will be required to submit the appropriate forms in order to obtain clearance for its employees. This acquisition will be advertised as a 100% small business set aside. The National American Individual Classification Standard (NAICS) code for this procurement is 493110. The Request for Proposal (RFP) will require the submission of a technical proposal and a price proposal. Evaluation and award will be on a best value basis considering technical acceptability, past performance, and lowest cost (note this is a change to what was contained in the original synopsis). The solicitation will be issued via FEDBIZOPPS. NO PAPER COPIES will be mailed. Placement of a firm fixed priced (FFP) Indefinite Delivery/Indefinite Quantity type contract for a one-year base period, plus four (4) one-year options is anticipated. In the event a pre-proposal conference is scheduled the solicitation will contain firm information regarding the time/date/location of the conference. THIS PRE-SOLICITATION NOTICE IS FOR NOTIFICATION PURPOSES ONLY. DO NOT SUBMIT ANY INFORMATION IN RESPONSE TO THIS PRE-SOLICITATION NOTICE. OFFICIAL QUESTIONS WILL BE TAKEN AFTER THE SOLICITIAION HAS BEEN POSTED ON FEDBIZOPPS. ALL PROSPECTIVE CONTRACTORS MUST BE REGISTERED IN THE CENTRAL CONTRACTORS REGISTRATION (CCR) IN ORDER TO BE ELIGIBLE FOR AWARD. 2ND NOTICE AND REVISION – This synopsis is a 2nd notice regarding this requirement and revises the original synopsis.
