- The Defense Security Cooperation Agency, George C. Marshall European Center for Security Studies requests industry comments on a draft performance work statement to provide German as a Foreign Language (GFL) instruction services. The selection process anticipated will be a best value trade-off process. The proposed evaluation factors include (1) German Language Proficiency, (2) Education, (3) Experience ((3.1.) Teaching Experience, (3.2) Working in a Government or Military Environment, (3.3) Development of German/Deutsch als Fremdsprache /German LSP instructional or test materials), (4) Past Performance, and (5) Price. Factor (1) is anticipated to be a pass/fail factor. To be considered further, the quote must receive a pass rating for Factor 1. Education, experience, and past performance are anticipated to be of equal importance. Experience sub-factor 2 is anticipated to be less important than sub-factor 3. When combined, sub-factors 2 and 3 are anticipated to be of equal importance to sub-factor 1. Education, experience, and past performance, when combined, are anticipated to be significantly more important than price. This is not a formal request for quote. Quotes are not solicited at this time. Comments are being solicited in order to promote a clearer understanding of the requirements and to obtain industry feedback on the planned acquisition. The Government will not respond to comments. The Government will only use the feedback to improve the requirement. Information presented in the draft PWS is subject to change. Incurring expenses or beginning to formulate an approach in preparation for the acquisition based on information presented in the draft PWS is solely at the risk of the potential offeror and will not be reimbursed. Comments are due not later than 4:00 p.m. CET on September 18, 2008. Comments received after that date and time may not be considered. The anticipated release date of the Request for Quote (RFQ) is on or about September 22, 2008, with a tentative closing date of October 10, 2008. These dates are subject to change so please monitor FBO.gov for any information.
