- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This procurement is being conducted under theSimplified Acquisition Procedures (SAP). This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This procurement IS set aside for small business. If you are viewing this solicitation on the fedbizops website, you must check the NASABusiness website for amendments, attachments and other forms (this is due to thefedbizops software design not accepting such) at:http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=22.It is the offerorsresponsibility to check the NASA Business website for any amendments, attachments andforms used by this procurement.This notice is being issued as a Request for Quotations (RFQ) for the items shown below. Please see the Solicitation Instructions that follow the specification portion of thissolicitation. GENERAL SPECIFICATIONS: (Strain Gauge Differential Pressure Transducers)NASA Research Combustion Lab General Specifications for Differential Pressure Transducers1.Pressure range shall be as indicated in item 18 below. Internal wettedtransducer material shall be compatible with either liquid oxygen or liquid methane,which are as noted in the line item 18 range requests.2.The transducer shall withstand 150% full scale overpressure with no performancedegradation and a maximum zero and/or sensitivity shift of.1% full scale output. Minimum rupture pressure shall be 300% of the rated full scale pressure.3.Output shall be either 3 mv/v, 2 mv/v, or 1.5 mv/v sensitivity +/-.1 millivoltfor full scale pressure at 70o F and shall apply only to the positive side of the bridgeoutput. This shall be without the 1750 ohm government signal conditioning hardware loadapplied.4.Excitation shall be at 10 vdc.5.Internal transducer configuration shall consist of four active resistive straingauges arranged in a square bridge configuration. All strain gauges shall be 350 ohmsresistance.6.The following information shall be engraved on the body of the transducer:company name, model number, pressure range, transducer type, sensitivity inmillivolts/volt, serial number, and type of oil used, if applicable. Oil type shall becompatible for use in oxygen systems.7.All specifications will be checked and verified by the government withtransducers looking into 1750 ohms load +/- 10% (NASA signal conditioning hardwareattached).8. Accuracy: +/-.25% full scale.9. Non-linearity: +/-.15% full scale.10. Hysteresis: +/-.10% full scale.11. Pressure ports shall be AN male fitting (7/16-20 UNF pressure port perMS33656E4).12. Pressure cavities shall be cleaned prior to delivery to remove all visual tracesof oil or other contaminants. Disassembly of any part shall not be required forcleaning. All ports shall be equipped with dust caps.13.The electrical connector shall provide pin connections to the bridge for remoteshunt calibration functions. This is defined as the shunt resistance connected remotelythat will simulate full scale pressure output of the transducer.14.Electrical connector shall be of the hermetically sealed type PT1H-12-8P orequal.The transducer connector shall have an attached waterproof protection cap. Thetransducer does not require the supplied mating connector.15.Wiring code for 8-pin connector shall be:A (+) excitationB (+) outputC (-) outputD (-) excitationE external shunt calibration connectionF external shunt calibration connectionG (+) senseH (-) sense16.The transducer shall be factory calibrated at 21 points; at zero pressureapplied, then 10 up and 10 down in 10% increments at 70o F and supplied with acalibration certificate displaying these values.17.Compensated temperature range is preferred to be -20o to 200o F. The range of30o to 130o F is also acceptable for all ranges identified below in line item 18.18.Pressure ranges shall be:a.0 5 psidquantity (4) total, (2) are to be cleaned for oxygenservice (the other two shall be suitable for liquid methane service)b.0 25 psidquantity (3) total, (1) is to be cleaned for oxygenservice (the other two shall be suitable for liquid methane service)c.0 50 psidquantity (4) total, (1) is to be cleaned for oxygenservice (the other three shall be suitable for liquid methane service)d.0 100 psidquantity (2) total, (1) is to be cleaned for oxygenservice (the other one shall be suitable for liquid methane service).19.Oxygen-cleaned transducers shall be clearly labeled as suitable for oxygenservice and packaged in a sealed polyethylene bag. SPECIFICATIONS: INFORMATION TO BE FURNISHED:Contractor must provide proof that they can provide an acceptable level ofoxygen-cleanliness for the requested parts.NOTE: PLEASE SEE ATTACHMENT TITLED TRANSDUCER OXYGEN CLEANING.DOC FOR GENERALSPECIFICATIONS REGUARDING THE OXYGEN CLEANING.DELIVERY SCHEDULE AND FOB POINT:Delivery of the transducers to NASA Glenn Research Center is required within ten weeksfrom date of contract.Delivery shall be FOB Destination, NASA Glenn Research Center.NOTE: Acceptance shall be by the NASA GRC Metrology Laboratory and is based on therequirement specifications of accuracy, linearity, and hysteresis.SOLICITATION INSTRUCTIONS:Note for those proposing advance payments: FAR limits advance payments for commercialitems to not greater than 15% of the total price for the item.If you require payment inadvance, do NOT exceed this limitation.Note for those proposing shipping costs: any costs for shipping shall be included in thequoted price of each item. DO NOT quote shipping separately.Note to those proposing their terms and conditions: provide a copy of such for evaluationby the Government. The Government is NOT subject to state sales tax or laws of aspecific state. Therefore, either line out such language or clearly state what terms arenot subject to the Government for the instant procurement. Note to those offering imported items or items subject to duties, freight and insurance: The proposed price SHALL include all duties and shipping and costs. The Government isself insured and does not pay extraordinary insurance other than that already included innormal shipping practices.The provisions and clauses in the RFQ are those in effect through FAC 05-26.The NAIC code is 334519 and the small business size standard for this procurement is 500,respectively. The FAR may be obtained via the Internet at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm SELECTION:EvaluationCommercial Items (Jan 1999) The Government will award a contract resulting from this solicitation to the responsibleofferor on a BEST VALUE basis.(a) Selection and award will be made to that offeror whose offer will be the mostadvantageous to the Government, with consideration given to the factors of technicalacceptability, price, past performance and the following best value factors: 1) An external shunt calibration of 100 percent of full scale with +/-1 percent accuracyon all strain gauge differential transducers.2) An overall compensated temperature range of -20 degrees F to 200 degrees F all straingauge differential transducers. 3) Vendor must provide proof that they can provide an acceptable level of oxygen-cleanliness for the requested parts.Selection and award will be made on an aggregate basis. The awardee is required to have atechnically acceptable offer and have acceptable past performance. Technicalacceptability will be determined by a review of the information submitted by the offerorproviding a description in sufficient detail to show that the product offered meets theGovernment's requirement (see specifications above). It is critical that offerorsprovide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)).Technical acceptability, past performance and best value factors, when combined, areapproximately equally important as price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished tothe successful offeror within the time for acceptance specified in the offer, shallresult in a binding contract without further action by either party. Before the offersspecified expiration time, the Government may accept an offer (or part of an offer),whether or not there are negotiations after its receipt, unless a written notice ofwithdrawal is received before award.
