The U.S. Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) located in Washington, D.C. intends to award a purchase order to Concorde East/West Sprl of Brussels, Belgium, under the authority of Federal Acquisition Regulation(FAR) Part 13, Simplified Acquisition Procedures. BACKGROUND: EPA requires research and analysis on mercury supply and trade. The assessment will help the Agency gain an understanding of how potential changes in U.S. policy on mercury might succeed in or fail to reach the goal of lowering mercury levels. The work will focus on supply and trade within the Americas, and the findings will be made into a report. The report will be prepared in time for possible distribution prior to the February 2009 meeting of the UNEP Governing Council. Concorde is the only known source that can deliver the type of report that EPA requires. EPA relies on the reports produced by Concorde because it has unique expertise; there are no other known organizations or individuals with the same knowledge base concerning the commodity mercury market and policies. PURPOSE: The purpose of this purchase order is to characterize and analyze mercury trade and stocks in selected countries of North America and South America during recent years. The trade information will be presented as estimated export and import quantities by year for each of the countries. To the extent possible, the contractor shall estimate or describe the amount of mercury supply (stocks) in each country. The contractor shall then use the information to address a list of specific questions. This assessment will help EPA gain an understanding of how potential changes in U.S. policy on mercury might affect the goal of reducing levels of mercury in the environment. PERIOD OF PERFORMANCE: November 1, 2008 - January 31, 2009. Notwithstanding, any firm that believes it is capable of meeting EPA's requirements, as stated herein, may submit their corporate capabilities, which if received by the response date of this announcement may be considered. Responses to this posting must be in writing and submitted to Rebecca Hindin, Contract Specialist at hindin.rebecca@epa.gov by 11 AM ET on Thursday, September 18, 2008. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
