Description
This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICTATION WILL NOT BE ISSUED. Solicitation No. E340008E010 is issued as a Request for Quote (RFQ) and will be awarded as a firm-fixed price contract for Commercial Items, using simplified acquisition procedures. Responses are due on or before September 23, 2008. The North American Industry Classification System (NAICS) is 33699; the size standard is less than 500 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This procurement is a commercial item. The estimated magnitude of this procurement is between $25,000.00 and $60,000.00. The National Park Service (NPS), National Mall and Memorial Parks has a requirement for the following pieces of equipment: Two (2) electric ride cart systems. The first is for a vantage electric extended cab motor system model VE1000XC (or equal); with standard features, color: white. The second is an electric ride motor system model EXV4 (or equal). Standard feature, color: white. Standard features shall include: backup alarm system, bumper - tube with license bracket, dome light, doors - hard doors with roll up glass windows with locking handles and storage compartment, fan - 2 speed, heater - 1500 watt ceramic (120 v AC), rear cab enclosure - w/slider, reverse light; and options: storage box and bar doors to interchange. Quote shall include dealer preparation and delivery charges. Evaluation of Commercial Items will be in accordance with FAR 52.212-2. Proposals will be reviewed to determine which one represents the greatest value, price and other factors considered. Award will not be necessarily be made to the lowest price offeror, but rather the one that offers the best value to the National Park Service in terms of the following evaluation criteria: 1. Ability to meet the technical requirements. 2. Price. 3. Ability to deliver product where designated and when requested. The evaluation criteria are listed in descending order or importance. Price will be a factor in the award decision, although the award may not necessarily be made to that offeror submitting the lowest price. Offeror Submittals: 1. Technical description of the product or proposed product. If an "or equal" has been submitted, the equipment cut sheets must accompany the quotation or the quote will be considered non-responsive. 2. Unit Price. The offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. 3. Ability to deliver the product. 4. One originally signed copy of the Standard Form 18. Quotation submission requirements: All quotes shall be submitted as an email or original for receipt no later than 4:00 p.m., ET, September 23, 2008, and be clearly marked with Request for Quotation Number E340008E010. Offerors are hereby notified that if your quotation is not received by the date and time and location specified in this announcement that it will be considered late.
