Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A QUOTE. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. The National Institutes of Health intends to issue a purchase order on a sole source basis with: Coherent Inc., 5100 Patrick Henry Dr., Santa Clara, CA 95054. No solicitation exists for this requirement. The products are commercial as defined in FAR Part 2. The total contracted dollar amount will not exceed the Simplified Acquisition Threshold; therefore it will be procured under FAR 13.106. It is believed that Coherent Inc is the sole source for this requirement under the authority of FAR Parts 13.106-1(b) and FAR Subpart 6.302-1 because of the below: 1) This power supply will be used with an existing system that uses Coherent laser components and the Coherent Ultrafast Laser Power Supply is required for system and software compatability. 2)The Power Supply shall be able to control both power and pulse width for the system, ensuring output power and pulse width are optimized automatically at all wavelengths and at all times. 3)The supply shall be able to and have software to optimize pulse width and maximize peak and average power at all times, even after thousands of hours of operation and thousands of tuning cycles. 4)To maintain an optimum working environment, there must be a sealed miniature recirculating unit (MRU) that prevents contamination. The patent-pending MRU-X1 compact, closed-loop re-circulator, addresses the requirement. 5)System must have addressable USB ports that are compatible with current ones in the lab. 6)Must contain a closed-loop water chiller approximately 1 cubic-foot in size. Interested parties may identify their interest and capability to respond to the requirement or submit capability statements to the Contract Specialist by September 17, 2008 at 1PM EST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government for the purpose of determining whether to conduct a competitive procurement.
