- THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The United States Navy has a requirement for a cost effective aerial target system to represent subsonic anti-ship cruise missile threats and air platforms. This Subsonic Aerial Target (SSAT) System will be used to support developmental and operational testing of naval combat systems while providing services in support of advanced fleet training. The SSAT will be a.90 to.95 Mach capable, recoverable subsonic aerial target vehicle capable of realistically representing enemy threats that operate in the high subsonic regime. The SSAT will be launch capable from ashore, at sea or by air and will be remotely controlled utilizing the System for Navy Target Control (SNTC). The Navy is considering making a competitive solicitation for the limited development and refinement of an existing target system to achieve Navy requirements to facilitate follow-on production. This late-stage System Development and Demonstration (SDD) effort is envisioned to commence in the FY-09 timeframe. Follow-on production is desired in FY-11. Production is currently envisioned to cover a fifteen year period at a rate of approximately 45 vehicles a year. PMA-208 intends to release a draft Request for Proposal (RFP) in the September/October 2008 timeframe and conduct an Industry Day in late October to provide additional information. As part of the process of issuing a draft solicitation and conducting an Industry Day, the Naval Air Systems Command (NAVAIR) will host a site visit for potential offerors for the Subsonic Aerial Target (SSAT) development program on 24 Sep 2008. The SSAT site visit will be conducted at the Naval Air Warfare Center, Weapons Division, Pt. Mugu. This site visit will provide an opportunity for industry to tour target facilities, including target build-up areas, test areas, storage facilities, engine run pits, radar cross section and antenna test chambers, launch pads, launchers, and tour the control room. Potential bidders who do not attend the site visit will still be welcome to participate at the Industry Day. Attendees should plan to arrive at Gate 1 parking lot on the frontage road at Naval Base Ventura County, Pt. Mugu no later than 0730. A white bus will pick up all attendees and bring onto the base. The tour will begin at 0800 and will continue through 1600. Space is limited so no more than 5 persons per potential bidding group in any combination of Prime and subcontractor team members. Visit requests for foreign nationals will require a copy of the individual’s passport or military ID. Please allow an extra five (5) days for processing of foreign national visit requests. Foreign Nationals may not be allowed access to all areas; potential bidders should have at least one US citizen in their group to ensure access to all areas. The deadline for submitting registration requests is 17 September 2008. The Navy will NOT assume liability for costs incurred by an offeror for travel expenses, presentations, marketing efforts or data offered for examination.
