- In accordance with FAR 6.302-1, the VAMC in Washington DC intends to negotiate on a sole source basis with American Red Cross Greater Chesapeake & Potomac Region for Blood Products and Services for Laboratory Services. This is a notice of intent and is not for competitive proposals. It is not a solicitation of a request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than September 22, 2008 @ 2:00PM, local time. No telephone inquiries will be accepted.
