Document Type: Special Notice Date: September 11, 2008 Classification Code: Chameleon Ultra II Laser Head NAICS: 334413 Contracting Office Address: 6011 Executive Blvd. Rm. 529V Rockville, MD 20892 Title: Sole Source Notification for Chameleon Ultra II Laser Head Response Date: Wednesday September 17, 2008 Point of Contact: Lloyd Garnes Reference Number: 263-2008-LG THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A QUOTE. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. The National Institutes of Health intends to issue a purchase order on a sole source basis with: Coherent Inc., 5100 Patrick Henry Dr., Santa Clara, CA 95054. No solicitation exists for this requirement. The products are commercial as defined in FAR Part 2. The total contracted dollar amount will not exceed the Simplified Acquisition Threshold; therefore it will be procured under FAR 13.106. It is believed that Coherent Inc is the sole source for this requirement under the authority of FAR Parts 13.106-1(b) and FAR Subpart 6.302-1 because of the below: Proprietary Functions or features that are essential to accomplish this work which must be compatible with existing equipment: 1) System must output > 3.3 W at 800nm and < 2.0 W at 900 nm, 2)System must give tuning range of 680-1080nm. 3)System must have a tuning speed of greater than 40nm/sec. 4)System must have a specified pulse width of 140fSec. 5)System must have active feedback that continuously and automatically optimizes the output power and pulse with at all wavelengths. 6)System must have an integral spectrometer with USB interface to measure pulse bandwidth in real time. 7)System must have an integral single-frequency pump laser. 8)System must deliver a round (ellipticity of 0.9 to 1.1) and non-astigmatic (astigmagtism <10%) beam. Upon request, vendor must be able to supply engineering data on up to 10 systems showing measurements of beam ellipticity and astigmatism. Interested parties may identify their interest and capability to respond to the requirement or submit capability statements to the Contract Specialist by September 17, 2008 at 1PM EST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government for the purpose of determining whether to conduct a competitive procurement.
