- Global Health Activities in Developing Countries to Combat Non-Communicable Chronic Cardiovascular and Pulmonary Diseases - Centers of Excellence The National Heart, Lung, and Blood Institute (NHLBI), requires the services of eight to twelve contractors to serve as Centers of Excellence (COE) in developing countries for a program entitled: "Global Health Activities in Developing Countries to Combat Non-Communicable Chronic Cardiovascular and Pulmonary Diseases - Centers of Excellence." The nature of this program is to combat non-communicable chronic cardiovascular and pulmonary diseases (CVPD), in developing countries, by enabling clinical research infrastructure development and research training and by conducting research of new or improved approaches, programs, and measures to prevent or treat chronic CVPD. One Administrative Coordinating Center (ACC) will also be awarded under a separate Request for Proposals (RFP). The program objectives are to develop research COEs with faculty and staff capable of conducting independent and/or collaborative research, as well as training future chronic CVPD investigators at the doctoral and postdoctoral levels. This program is expected to stimulate clinical, epidemiologic, health services and outcomes, health policy, translational, and behavioral research. It is anticipated that eight to twelve cost reimbursement contract awards will be made for a period of five years beginning on or about June 8, 2009. The Broad Agency Announcement (BAA) will be made available electronically on or about September 25, 2008 and may be accessed through the Internet at the following address: http://www.fedbizopps.gov. Proposals will be due on or about November 12, 2008. Offerors are responsible for downloading their own copy of the solicitation and amendments and for routinely checking the Internet site for any possible solicitation amendments that may be may be issued by the Government. This advertisement does not commit the Government to award a contract(s).
