Description
Idaho Panhandle National Forests, Supervisor’s Office, Kootenai County, Idaho. This is a combined synopsis solicitation for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation AG-0281-S-08-0059 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arnet.gov/far. The North American Industry Classification Code is 334516. A quotation is requested for two (2) line items: LINE ITEM 01: 1 (ea) handheld environmental analyzer, brand name or similar to a Niton XL3t Environmental XRF Analyser, with the following specifications: 1) Perform analysis of standard element suite in bulk soil/sediment. Standard element suite = P, S, Cl, K, Ca, Sc, Ti, V, Mn, Fe, Co, Ni, Cu, Zn, Hg, Tl, As, Se, Pb, Th, Rb, U, Sr, Zr, Mo, Ag, Cd, Sn, Sb, Ba. Data transfer software suite shall include remote control operation via a PC belt holster. 2) X-ray tube based system; non-radioactive source. 3) On-board data storage of a minimum of 10,000 samples. 4) Integrated flip-up touch color screen with virtual keyboard. 5) Wireless connectivity; Bluetooth preferred. 6) USB connectivity. 7) Element scanner. 8) Alphanumeric barcodes plus barcode generator for sample ID input. 9) Accessories shall include: two rechargeable packs, a battery charger, an AC power supply, carrying case, PC connection cable, portable test stand which folds down into the carrying case for transport. LINE ITEM 02: Trade-in credit on Niton XL-722S handheld XRF unit. Contractor shall provide on-site operator training as needed. Contractor responsible for disposal of radioactive sources in obsolete unit in accordance with any federal laws. Quote shall specify length of warranty for replacement, parts, and labor. Inside delivery is required to be made by the successful offeror, to the Idaho Panhandle National Forests’ Supervisor’s Office located at 3815 Schreiber Way, Coeur dAlene, ID 83815. Quotes shall include a proposed delivery date. Delivery shall be made on regular workdays (Monday through Friday) during regular business hours (7:30 a.m. to 3:00 p.m.), excluding official Federal Government holidays. Contractor shall notify the Contracting Officer (208) 765-7468 a minimum of 24 hours prior to delivery. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The contract award will be offered to the best value offer made to the Government, considering price, technical specifications, trade-in viability, and availability of product. Offerors will include with their offer a completed copy of the provision 52.212-3, Offeror Representations and Certifications Commercial Items. The clauses 52.212-4, Contract Terms and Conditions Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, apply to this acquisition.
