Description
Contracting Office Address Department of the Air Force, Air Education and Training Command, Randolph AFB - 12th Contracting Office, 395 B Street West Suite 2, Randolph AFB, TX, 78150-4525 Description MOTOROLA – Radio Repeaters The 12th Contracting Squadron at Randolph AFB intends to award a contract on a Sole-Source basis for the procurement of the items listed in the Description of Supplies. This is a streamlined combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. This requirement is issued as a request for quotation. The incorporated provisions and clauses of this solicitation document are those in effect through Federal Acquisition Circulars as of posting date. The NAICS Code is 334220; size standard is 750 employees. IAW 10 U.S.C. 2304c (1), as implemented by FAR Part 6.302-1-- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A Firm Fixed Priced Award will be in accordance with the following Description of Supplies: DESCRIPTION OF SUPPLIES/SERVICES A. Following items will be provided: CLIN: 0001 Description: Two QUANTAR IntelliRepeater stations and necessary equipment for all sites. Quantity: One (1) CLIN: 0002 Description: System Integration to interface with Randolph AFB Smart Zone Trunked Land Mobile Radio (TLMR). Quantity: One (1) CLIN: 0001 Description: 1st Year Enhanced Warranty. Quantity: One (1) B. Delivery Date. Deliverables/Milestones Estimated completion in days after receipt of order Order Equipment: 20 Ship Equipment to Site: 60 Conduct on-site inventory: 70 Conduct on-site installation: 80 Perform on-site optimization: 90 Perform on-site system testing: 95 Randolph AFB final acceptance: 100 Delivery final documentation: 130 SOLE SOURCE JUSTIFICATION: (a) Motorola’s U.S. Federal Government Markets Division completed a system design and analysis in June of 2000 for Randolph’s trunked radio system requirements. The original purchase of repeater equipment was executed on order number F41691-01-F-0845. The system design and analysis along with all of the radio equipment used on Randolph’s trunked radio system is proprietary intellectual property owned by Motorola. As all existing equipment has been manufactured by Motorola, any additional equipment should remain uniform with the current configuration. There are no known third party resellers of the services contained in the proposal other than Motorola, Inc. (b) The technologies used in the Motorola SmartZone TLMR systems are proprietary intellectual property owned by Motorola. Motorola is the only recognized source for system components and internal proprietary options to the planned expansion of the Randolph TLMR system. If award of any part of this requirement were to be made to a source other than Motorola, it would have a significant and adverse effect on the operation of the system including the voiding of existing warranties. CONTRACT TERMS AND CONDITIONS Award will be made using Simplified Acquisition Procedures. Evaluation procedures in FAR Part 13.106-2 will be utilized. Interested parties that feel they have the capability to provide the above must submit a written price quote to include discount terms, Cage Code, DUNS number, and Tax Identification Number. The quote must contain detailed information that the Government can use to determine if the offeror has the capability to complete this requirement. Failure to provide sufficient information will result in your quote being eliminated from further consideration. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS.
