Description

DISA/DITCO, intends to issue a sole source contract to Pitney Bowes Software, Inc., 4200 Parliament Place, #600, Lanham MD 20706-1844. This acquisition is for renewal of Group 1 software maintenance. The software being maintained is proprietary and protected by copyright laws. No third party maintenance is authorized. Period of performance is 01 Oct 2008 through 30 Sep 2009. The statutory authority for other than full and open competition is 10 USC 2304( c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide the above listed software maintenance renewal must complete the solicitation, HC1028-08-T-0191 available at http://www.fbo.gov/. The resultant contract will be a firm fixed price purchase order. The NAICS code is 511210 for this procurement. SOLE SOURCE JUSTIFICATION FOR ACTIONS GREATER THAN $100,000.00: The Vendor owns all proprietary rights to the software's source code and is the only responsible sole source for maintenance. No other source can provide maintenance upgrades (e.g., versions and releases), correct problems (e.g., patches, fixdocs, PTFs), and keys/passwords (by CPU model, serial number, or time period) authorizing operation of the software.
