Description
SUBJECT: HIGH PRESSURE GAS REACTION CELLThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTED. Responses shall reference Request for Quotations No. DE-RQ26-08NT000901 the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), Pittsburgh, PA, intends to purchase the following: A High Pressure Gas Reaction Cell suitable for use with an ultra-high vacuum surface science instrument. The following technical specifications are required: Gas reaction chamber with a maximum pressure of 1 bar. Maximum temperature is 600C for the sample. The reactor must be compatible with the standard sample plates manufactured by Omicron. The reaction chamber is configured to replace and work as a Fast Entry Load lock. The reaction chamber is isolated by a gate valve from the ultra-high vacuum system. The heater and thermocouple are external to the reaction chamber. The heater operates up to 80 W and is an exchangeable item. The cell is made from grade 310 stainless steel, molybdenum and a replaceable vacuum seal. The seal is usually Nickel but other suitable gasket materials may be used when appropriate. Suitable for use with gases unreactive to cell materials. Cell closing and opening occurs using a screw jack operated through bellows assembly. Gas entry and exit conditions are either static or flow through using valves for gas inlet and outlet, rough pump down bypass via valve with a suitable roughing pump. The cell is terminated with 3 valves. Cell must come with a turbomolecular pump (nominal pumping speed of 60 l/s and inlet flange, pumping elbow and controller. A pneumatically operated gate valve isolates the 3 m/h rotary pump to the UHV chamber. A site support engineer from the cell manufacturer must do the equipment installation on site and training in operational use. The reaction chamber and transfer system must be fully compatible with the Omicron MULTIPROBE S system currently in use. All transfer components, valves, and flanges must work in a manner that the bolt-on reaction chamber can be used with this preexisting equipment. DELIVERY: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the best value evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Best value to the government cost shall be the deciding factor among technically acceptable quotes. The North American Industry Classification (NIAC) is 423490. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. This is a small business set-aside. All offers are due no later than 5:30 p.m. Eastern Time Zone on September 26, 2008.
