- Intent to Sole Source: This is a notice of intent of The Louis Stokes Cleveland Department of Veterans Affairs Medical Center, 10000 Brecksville Road, Brecksville, Ohio 44141 to negotiate with Tucker-Davis Technologies, a small business, to provide the following neural recording system equipment: 1)Two (2) 64-Channel Preamplifiers (Tucker-Davis item #PZ2, or equal) 2)Two (2) Z-Series 4DSP High Performance Processors (Tucker-Davis item #RZ2-4, or equal) 3)Eight (8) Z-Series 16-Channel Low Impedance Headstages (Tucker-Davis item #RA16LI-Z, or equal) 4)Eight (8) Multi-Channel Low Impedance Connectors for RA 16L (Tucker-Davis item #LI-CONN, or equal) 5)Two (2) Optical PCI Card for High Speed Gigabit Interface (Tucker-Davis item #PO5, or equal) The government believes that, due to five (5) years worth of customized software that has been purchased and developed for this particular brand of recording system, only one business can satisfy the agency requirements. New software would have to be purchased, developed and customized if a different brand were purchased. The government intends to negotiate with only one source under the authority of FAR 6.302. The applicable NAICS code for this procurement is 334419, with a size standard of 500 employees. Other persons may identify their interest and capability to respond to this requirement by Thursday, September 18 at 10:00 a.m. Such information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. No solicitation will be made available and all information shall be furnished at no cost or obligation to the government. A determination by the government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. Telephone inquiries will not be accepted, nor will responses be received after 10:00 a.m. Thursday, September 18, 2008.
