Description
Solicitation/Statement of Work Clarification: The correct date for receipt of proposals is October 1, 2008; however, this date has been extended to October 17, 2008, 5:00 PM ET. The page limit is 25, and the Table of Contents and Executive Summary are to be included in the 25-page limit. The contract will be awarded as a Firm Fixed Price type contract. See attached Revised Statement of Work. Target award date for the contract: NLT January 2009 Please see CLAUSE 1-7 ORGANIZATIONAL CONFLICTS OF INTEREST (MARCH 2006) in the solicitation regarding the OIG's acceptance of proposals from offerors that have existing business relationships with the Post Office. The OIG expects the supplier may use external data sources in developing their analysis and economic evaluation of the Postal Service’s Highway Transportation contracts. The OIG expects a review of the Postal Service’s Highway contracting processes in light of industry best practices, as well as, a statistical/econometric analysis of the fair market value of current individual transportation contracts aimed at identifying those contracts that appear overly costly. The OIG expects at least one presentation of the reports’ findings to OIG Management by the supplier’s principle researchers--other audiences may be considered.
