- This announcement is to provide notification of the Department of Veterans Affairs intent to enter into a sole source contract with AutoMed Technologies, Inc., 875 Woodlands Parkway, Vernon Hills, IL 60061. AutoMed will provide the FastPak EXP Packaging System for six (6) VISN 2 Pharmacies. FastPak EXP is the "next generation" system produced by AutoMed that that replaces the existing AutoMed FDS unit. This new equipment has an automatic interface to VISTA. The ability to incorporate the use of this interface is required for the sake of patient safety, staff efficiency and the preclusion of additional interface development expense. AutoMed's FASTPACK equipment is the only known unit that has the capability of providing an alternate packaging unit. This functionality is considered essential because it consists of a second, modular packaging unit that can be interchanged with the unit's primary packaging unit inside the machine cabinet. This interchange can be performed by pharmacy staff quickly (i.e. in less than 15 minutes) and is critical for efficient operation of the pharmacy for two reasons: First, the ability to exchange packagers virtually eliminates equipment downtime, due to the fact that the lower packing unit can be interchanged in less than 15 minutes if the primary unit goes down. Other basic systems require the pharmacy staff to revert to manual processes during any unplanned downtime. This is potentially detrimental to patient care due to the loss of the redundant barcode checking done by the system, in addition to severely stressing FTE resources. The second benefit accrues due to the fact that the ancillary packager can use an alternate size package. This facilitates use of the machine for extemporaneously unit-dosing bulk product for hand picking stations, rather than purchasing those products in unit dose packaging. The North American Industry Classification System (NAICS) code is 333298 and the Small Business Size Standard is 500 employees. Any interested parties may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide a similar system. This notice is not a request for competitive quotes; however, any firm that believes it can meet the requirements must provide written notification to the Contracting Officer by Wednesday, September 25, 2008 at 5:00 PM. Information should be sent to Mr. Joshua Bowers, Contracting Officer, at Joshua.bowers@va.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. If no responses are received the Department of Veteran Affairs will proceed with the intended consignment agreement.
