Description
The Headquarters Air Mobility Command (HQ AMC) Specialized Contracting Branch will issue solicitation Request for Proposal (RFP) FA4452-08-R-0015 on or about 29 September 2008 for support of the Base Operations Support (BOS)/Civil Engineering (CE) services function at MacDill AFB, FL. The service provider shall provide all personnel, equipment, tools, materials, vehicles, supervision, other items, and services necessary to perform all CE tasks and functions at MacDill AFB, FL. The following are general performance requirements for the CE function: Asset Management, Facility and Infrastructure Operations and Maintenance, Programs and Engineering Services, and Emergency Management and Response. The Asset Management function requires compliance with all applicable environmental laws and regulations, while the Facility and Infrastructure Operations and Maintenance function provides for maintenance, repair, and minor construction of facilities and infrastructure and the operations of systems. The Programs and Engineering Services function requires architectural and engineering services that ensure design and construction of facilities and infrastructure that meet mission requirements, and the Emergency Management and Response function provides for and manages a single integrated Emergency Management (EM) program addressing the full spectrum of physical risks, threats, and passive defense measures. The acquisition will be conducted utilizing full trade off source selection procedures in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS) Mandatory Procedures (MP) 5315.3. The contract type for resultant contract will be Firm-Fixed-Price. A sources sought notice was posted to the Federal Business Opportunity (FBO) website on 11 October 2007 (Reference-Number-FA4452-BOS-MacDill). An Industry Day event dedicated to this procurement was held 29 Jul 08, inclusive of informational briefings and a base/facility tour. In anticipation of the Industry Day event, a draft PWS was posted to the FBO website on 15 July 2008 (Reference-Number-FA4452-08-R-0015). All information from this Industry Day, including briefing slides and an attendance list, is located at the FBO website. Solicitation FA4452-08-R-0015 will be a competitive small business set-aside. The North American Industry Classification System (NAICS) code to be used for this procurement is: 561210, Facility Support Services with a size standard of $35.5M. The RFP and subsequent contract will include FAR clauses 52.212-3, Offeror Representations and Certification-Commercial Items, 52.219-6, Notice of Total Small Business Set-Aside, and 52.219-14, Limitations On Subcontracting. The period of performance is as follows: Base Period/Transition: 1 Aug 09 - 30 Sep 09 Option Period One: 1 Oct 09 - 30 Sep 10 Option Period Two: 1 Oct 10 - 30 Sep 11 Option Period Three: 1 Oct 11 - 30 Sep 12 Option Period Four: 1 Oct 12 - 30 Sep 13 Option Period Five: 1 Oct 13 - 30 Sep 14 Option Period Six: 1 Oct 14 - 30 Sep 15 Option Period Seven: 1 Oct 15 - 30 Sep 16 The two month base/period transition is based on fiscal year funding constraints. A preliminary notice to exercise Option Period 1 is anticipated to be provided at time of contract award. The total performance period is 86 months. The anticipated award date is 1 August 2009.
