Description
This serves as a “Notice of Intent” to award a sole source delivery order to purchase EMC open market items wherein Pursuant to Federal Acquisition Regulation (FAR) Sub-Part 6.302-1-(4) When the agency head has determined in accordance with the agency’s standardization program that only specified makes and models of technical equipment and parts will satisfy the agency’s needs for additional units or replacement items, and only one source is available, As part of its ongoing efforts to move paper-intensive processes to electronic ones, the General Services Administration (GSA), Chief Information Office (CIO) establishes standards for enterprise applications in a document entitled Technical Reference Manual Model (TRM) (April 2005) (attached). In this model, Documentum is cited as the agency standard in the area of Digital Document Technology (Page 58). The TRM states: “This element has evolved into Integrated Document Management (IDM) software, It is a type of middleware for organizing electronic documents; managing content; enable secure access to documents and unstructured data; routing documents and automating related tasks; and facilitating document distribution. In this area Documentum is referenced as the “Current Approved GSA Standard, the “GSA Tactical Direction (Next 2 years); and “GSA Strategic Direction (2 to 5 years).” The TRM states that the current capability; namely Adobe Acrobat 5.x is to be phased out and replaced by Documentum. The authorities cited for this standard are the Requirement of the Government Paperwork Elimination Act (GPEA), P. L. 105-277, Title XVII, and file formats governed by Draft OAD 1820.2, “Managing Electronic Records.” On September 2, 2008, FAS OCIO posted RFQ313761 on eBuy to notify vendors of a Documentum Software Upgrade and Maintenance acquisition. Following this posting, Immix Technologies Inc. (the only authorized reseller of Documentum products on GSA Schedule) responded with a turnkey quotation that included open market items. In order to provide a seamless implementation, these items need to be included on the GSA Schedule award. The items are essential components embedded within an overall upgrade solution that is purchased off GSA Schedule. The total value of the task order to is approximately $1.3 million in which the total value of these items is $97,740. This amount is beneath the simplified acquisition threshold and is less than one-tenth the total price. The total cost of $97,740 for the open market items is relatively insignificant in comparison to the total order. The Government is not able to isolate these items and purchase them separately, as it would cause undue burden and risk of successful deployment of an integrated solution. Therefore it is in the Government’s best interest to incorporate the cost of the maintenance services in the total order It is in the Government’s best interest to acquire a turnkey implementation of the Documentum upgrade.
