- Synopsis for A-3 Test Stand Test Cell and Diffuser Fabrication and InstallationPackageThe NASA/SSC Acquisition Management Office plans to issue a Best Value Request forProposal for a single award four (4) year Indefinite Delivery Indefinite Quantity (IDIQ)contract. Specific projects will be defined in each of the subsequently issued deliveryorders. The project shall consist of A-3 Test Stand, Test Cell and Diffuser Fabricationand Installation Package to be delivered to and installed at the John C. Stennis SpaceCenter, Mississippi. The work for this requirement consists of, but is not limited, tothe following:providing labor, equipment, and materials to fabricate and install a TestCell, Diffuser and associated systems as defined in the available Specification as wellas required modifications to existing facilities. The effort includes fabrication,inspection, testing, delivery, and installation at Stennis Space Center Test Stand A-3 acomplete Test Cell and Diffuser. The Test Cell and diffuser will be used to produce avacuum condition for the testing of a rocket engine to be contained within the Test Cell.Included in this procurement are all cooling water pipes and connections to the test celland diffuser, all steam piping from the Chemical Steam Generators to the Steam Jet AirEjectors, the Steam Jet Air Ejectors, and all access hatches to the test cell. Supportstructure and support infrastructure will be required as needed to complete the systeminstallation and make it functional and modifications to existing facilities may berequired. This may include facility infrastructure, electrical systems, andinstrumentation and control elements. The Test Cell and Diffuser and all associated pipewill be fabricated, cleaned, installed, and tested per the requirements identified in thespecifications noted in the resulting solicitation. The new test cell equipment for the A-3 Test Stand shall consist of a carbon steelstiffened cylindrical pressure vessel of approximately 40 feet in diameter and 54 feettall with a hemispherical head on top and an inverted conical head on the bottom. Penetrations of the vessel include twenty-two (22) feet by Sixteen (16) feet opening fora main door, four personnel doors, and numerous nozzle penetrations. The invertedconical head contains a seventeen (17) feet diameter opening to which the diffusercapture duct is connected. The vessel is designed for one atmosphere external pressureand two atmospheres internal guage pressure. The vessel will be fabricated and installedin conformance to the ASME B&PV Code Section VIII Division 1; no code stamp is required. Internal to the test cell are two levels of platforms and a Thrust Take Out Structure(TTOS) to which a Government Furnished Equipment (GFE) thrust measurement system (TMS) isconnected. The estimated weight of the TTOS and TMS is 305,000 pounds (200,000 lbs TTOS,105,000 lbs TMS). Contractor shall install (i.e. bolt the main components on to theunderside of the structure) the GFE thrust measurement system. The engineers estimatedweight of the test cell equipment is 900,000 (excludes weight of the TMS) pounds. Thetest cell is to be installed on top of a GFE structural steel tower at approximately 190feet above grade. Additionally, the contractor shall be responsible for setting two (2)insulated cryogenic vessels (run tanks) on top of the stand and the diffuser andassociated duct contained within the stand. One vessel, Liquid Hydrogen (LH2) isapproximately thirteen (13) feet diameter and one-hundred twenty (120) feet tall. Onevessel, Liquid Oxygen (LO2) is approximately thirteen (13) feet diameter and fifty (50)feet tall. Both vessels are to be set in place and anchored to the structural steeltower at approximately elevation two-hundred (200) feet above grade. The estimatedweight of each vessel (run tank) is 250,000 pounds. The diffuser is a water-jacketedcylindrical duct that varies from seventeen (17) feet two (2) inches diameter to eleven(11) feet six (6) inches in diameter over a length of three-hundred six (306) feet. Theduct consists of a one-hundred sixteen (116) feet vertical segment, thirty three (33)feet three (3) inches radius elbow, and a one-hundred thirty eight (138) feet horizontalsegment.The order of magnitude for the procurement is greater than $10,000,000.00 and the effortshall be completed within five-hundred forty (540) days after receipt of notice toproceed. This procurement is being conducted under the Small Business CompetitivenessDemonstration Program.As a result, all responsible sources may submit a proposal whichshall be considered by the agency. The NAICS Code for this procurement 236210 and $33.5 million, respectively. The anticipated release date of the RFP is on or about September 26, 2008. The firm datefor receipt of proposals shall be identified in the resulting solicitation. All responsible sources are urged and expected to inspect the site where the work will beperformed.An organized site visit has been scheduled for October 17, 2008 at 9 AM.
