- The Department of Energy (DOE), National Nuclear SecurityAdministration (NNSA) Service Center intends to negotiate a sole source, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to International Services and Advisors, Inc. (ISA), 583 Upper Mountain Avenue, Upper Montclair, NJ 07043 for the Second Line of Defense (SLD) Program, Office of International Materials Protection and Cooperation (NA-25). The proposed new contract will have three-year base period and one (1) two-year option period with a maximum ceiling of $9.75M. The North American Industry Classification System Code for the procurement is 541990. NNSA intends to procure technical and scientific support in the areas of radiation sciences, nuclear systems and technologies, security and law enforcements and other technical fields necessary for the SLD s program activities in Russia, countries of the Former Soviet Union (FSU), Western Europe, and other countries as determined to be in the interest of U.S. National Security. For this effort, the SLD program requires personnel who possess trusted agent status. Trusted agents have a variety of expert skills and a unique portfolio of connections in the FSU and other countries that are difficult or impossible for Federal or Laboratory staff to access. The key personnel who will be providing technical support services on behalf of ISA under this contract have earned Trusted Agent status with the FSU organizations that will be involved with this requirement. This status makes ISAs key personnel uniquely qualified to provide the required services, as they have established unique relationships and have exclusive access to sensitive information. The authority cited for this procurement is 41 U.S.C. (c) (1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
