Description
SOLE SOURCE NOTICE: The 50th Contracting Squadron at Schriever AFB, Colorado hereby gives notice of its intention to award a sole source purchase order to Axess Communications, 5231 South Santa Fe Drive, #100, Littleton, CO 80120. In accordance with FAR 6.303 and 6.302-1(b)(1)(i), only one responsible source and no other supplies or services will satisfy agency needs for this purchase. Interested persons may indentify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 2 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Our customer requires a stand-alone telephone simulation system that will be used for training purposes. The system will be used to communicate and simulate classified information through telephone equipment. Due to the classified nature of the facility and system, any updates must be made available via CD/DVD or downloadable from a website accessible via NIPRNET. Network connectivity for updates will not be allowed. Phone systems must also be maintainable by Government personnel that do not require specific certificates. Equipment cannot be shipped back to vendor for troubleshooting due to facility classification; therefore, the vendor must be available to perform troubleshooting on-site at Schriever AFB with expedient response/travel time. This award will be made under Simplified Acquisition Procedures. This announcement constitutes the only notice. The reference number is F1K1AA8207H001. NAICS code for this purchase is 334210. The small business size standard is 1,000 employees. The following clause applies to this acquisition: 5352.201-9101 Ombudsman. (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
