- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. AND THIS IS A REQUEST FOR QUOTATION (RFQ). CLIN #0004 (THIRD OPTION PERIOD) TEST ADMINISTRATOR FROM 01 OCTOBER, 2011 TO 30 SEPTEMBER 2012. ****************************************************************** MONTHLY INVOICES WILL BE SUBMITTED TO THE SPANGDAHLEM AIR BASE, GERMANY EDUCATION OFFICE FOR PAYMENT WITH THE GOVERNMENT PURCHASE CARD/CONVENIENCE CHECK. ****************************************************************** STATEMENT OF WORK Non-Personal Services Contract for Base Education Center Test Administrator 1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include the Defense Activity for Non-Traditional Education Support (DANTES), Air Force Professional Military Education (PME) testing programs, academic institution distance learning, Air Force Institute for Advanced Distributive Learning, Defense Language Proficiency testing programs, select certification and licensing exams, and any other testing required by the Air Force but not administered by the local military test control officer. Contractor/test administrator shall receive, store, safeguard, administer, and inventory test materials in accordance with specific guidance from the Test Control Officers' established directives, instructions, and testing procedures. The contractor must conduct him/herself in such a manner that there is no externally imposed stress on the examinees and must ensure that the test environment is distraction free. The contractor must maintain close and continuing contact with the Education Center Staff to ensure a high degree of professional understanding, cooperation, and liaison supportive to the mission of the Flight. Period of Performance: 1 Oct 07 through 30 Sep 08. 2. Minimum Experience: Contractor must understand the administrative procedures of the Defense Activity for Non-traditional Education Support (DANTES) and the Extension Course Institute (ECI) testing programs. Contractor must have a Bachelor's degree from an accredited institution and experience in the administration of college entrance examinations and proficiency examinations. Interpretation of test results is not required. Knowledge of/experience with standardized educational and military testing programs is highly desirable. Contractor must have at least minimum computer skills to administer electronic testing as required. Knowledge of/experience with AF terminology, office procedures, and education programs plus familiarity/facility with WINDOWS XP, Microsoft Word, PowerPoint, Excel and Access is highly desirable. Resumes and transcripts shall be submitted with bid packages to the base contracting office. (a) The contractor must be familiar with the most current instructions contained in the DANTES handbook/updates, ECI catalog and specific instructions provided across a variety of test types (including computer-based) as made available to the Education Services Center by the distributing agency. An open-book examination and the DANTES Test Administrator's Instructional Course will be accomplished prior to assuming full responsibilities, and not later than 14 days after award of the contract. The test will be conducted at the Education Center, Bldg 1150, Spangdahlem AB, GE and will be taken at least once every 5 years (or more frequently based on updated material at the discretion of the TCO) while on contract. The contractor must pass the exam with a score of at least 90%. 3. Definition of Session: A testing session normally, but not always, completed within 4 hours, i.e. 0800-1200 and 1200-1600, including preparation, certification, test administration, disposition of testing materials, and inventory maintenance activities. A session may consist of one, two, or even three consecutive test administration periods; for example, three consecutive one-hour computer-based tests, each preceded and followed by a 10 to 15 minute processing period. Authorized examinees who may be tested include active duty military, dependents of active duty U.S. military personnel; DOD, NAF and DODDS civilians, and US military retirees, plus adult dependents of same. Exact days and times of service may be jointly determined by contractor and government in advance and may be modified by mutual agreement according to changing program needs. Contractor will arrive at least 15 minutes prior to start of test session to insure sessions begin promptly and will provide constant visual supervision throughout the entire session. Changes to the test schedule must be approved by the TCO/ATCO and must be advertised at least 2 weeks in advance. If a scheduled test session must be canceled due to emergency, the test administrator, to allow time to contact and reschedule those registered, must provide a 24-hour notification prior to the start of the session. Tests are not scheduled on Federal holidays or when neither the TCO nor the ATCO is available to be present during testing. 4. Contract to be on a call basis. US Government payment for each session called for and satisfactorily delivered will be made at the agreed session price, provided a minimum of 5 tests are scheduled. Calls for sessions may be made informally by the Base Education Officer, canceling calls when fewer than 5 appointments are scheduled. 5. SECURITY GUIDELINES: Provisions of AFI-36-2306 and the DANTES Examination Program Handbook and AETCI 36-2208 Job Site Training apply. Inventory maintenance of stocked tests is the responsibility of the contractor. Tests and examinations will be safeguarded in accordance with applicable directives and instructions. Loss or compromise of any accountable material due to contractor negligence may be grounds for cancellation of the contract. (a) The safe in which testing materials are stored is to be used exclusively for examinations. The safe contents should be maintained in a systematic, neat and orderly arrangement. Only the DANTES Test Control Officer, Alternate Test Control Officer, and the Test Examiner have access to the safe combination. (b) Upon receipt of testing materials, each test will be accounted for by booklet serial number/disk and test number in the test log. DANTES exams must be inventoried upon receipt and enter test, serial and part numbers in the Air Force Automated Education Management System (AFAEMS) Test Inventory database, ensuring that entries are made no later than the first duty day after tests are received. After inventory is complete, testing materials will be stored immediately in the testing safe. (c) All DANTES and other test materials are controlled items and are to be handled in such a manner as to prevent loss, theft, or compromise. All applicable directives pertaining to the administration of DANTES examinations will be observed. The contractor will view the DANTES Test Security video annually. Under no circumstances are DANTES examinations to be destroyed by the contractor. Disposition of all other tests will be in accordance with published guidance and the specific instructions of the TCO/ATCO. (d) Inventory contents of the safes (accountable DANTES and AFIADL materials) weekly. Assist TCO/ATCO and JST POC with weekly, monthly and quarterly inventories and with quarterly reports. Complete safe and test office security forms at close of each test session. Ensure no money, supplies, forms, envelopes, inventories, brochures or booklets are stored in the safe. (e) Lock the safes and testing office doors and windows before leaving the testing office. 6. SPECIFIC TASKS: The Test Administrator is responsible for administering the following categories of tests to eligible military and civilian personnel and their dependents as authorized by DANTES, AFIADL, AETC and local regulations (NOTE: additional tests may be added as needed): a. All DANTES-approved examinations (to include but not be limited to): college entrance exams (ACT, SAT); tests for college credit (CLEP, DSST, Excelsior College Exams, GRE Subject); professional certification exams (PRAXIS, ASE). b. All AFIADL course examinations including but not necessarily limited to those for Courses 12, 14, AWC, ACSC and SOS. c. Tests specifically required by an education institution not on base for course completion, for admission or for course enrollment, including placement tests. d. Tests requested to be administered by eligible personnel, such as correspondence course and qualification/certification exams such as the Air Force Typing exam. e. Any test required by the Air Force that is not normally administered through the local military test control officer. g. Other tests used in local advisement or guidance programs, to include career assessment and interest inventories, as requested by the ESO. h. Contractor is not responsible to find a substitute for testing, however if a substitute test proctor is need the contractor will train a replacement as needed. 7. ADMINISTRATION GUIDELINES: (a) Contractor will assure that each examinee presents official, positive identification before being admitted to testing. Entries into the test log will be completed for each test administered. Before examinees begin a test, they should be advised of the following: a. The time limit for the specific tests (if applicable). b. That the tests as well as the answer sheets are controlled items, and each examinee is accountable for them. c. No help on test questions will be given or received. d. No written information about the test will be removed from the testing room. (b) The contractor will issue the materials necessary for the test administration: test booklet, answer sheet, pencils, eraser, and scratch paper. Any scratch paper used during the testing session will be collected and destroyed or forwarded to the appropriate DANTES contractor for disposal, if so directed. For computer-based testing appropriate equipment will be checked and prepared to initiate testing. (c) Other materials such as a slide rule, calculator, reference tables, etc., will be supplied by the examinee only when specified by the instructions in the test booklet. (d) Only one test is to be issued to an examinee at one time. (e) When testing is completed, the contractor will collect all materials issued, check the test booklet for marks, review the answer sheet to ensure the accuracy of all requested information, sign or initial the log, and enter the time that the test was returned. The completed answer sheet will then be scanned and processed for transmittal for scoring. For computer-based testing contractor will confirm that data files are present and will follow appropriate procedures for storing maintaining and transmitting materials/data. (f) Prepare completed answer sheets, tests, checks/money orders, and any unused tests that may need to be returned, for mailing to the various testing agencies, according to the instructions for each type of test. All documents required for mailing will be fully completed by the contractor, except for the TCO/ATCO signature, prior to final check and sealing by the TCO/ATCO. Each package will be doubled wrapped and sent via certified/registered mail to the appropriate examination agency. 8. If an examinee is observed cheating or attempting to cheat, the contractor will immediately notify the Test Control Officer of the name of the examinee, any other individuals involved, and the name of the test. After the test session, the contractor will impound the test booklet and the answer sheet of those individuals involved pending further investigation. 9. Contractor will insure that each examinee is served in a professional, courteous, and timely manner. 10. Upon receipt of test score results, the test administrator will forward one copy of each examinee's results to him/her via self-addressed envelope. 11. Preparation of semi-annual reports of testing activity and inventory as directed by the Test Control Officer is the responsibility of the contractor. 12. The contractor is responsible for the preparation and distribution of quarterly inventories and the preparation of monthly inventories and logs of all tests in stock. DANTES and ECI inventories will be updated after each testing session. 13. The contractor will assist the Test Control Officer(s) in preparing the testing function for regulatory inspections. 14. Prepare DANTES order forms for TCO/ATCO signature and advise of under or over-stocking of any test related item. Ensure adequate numbers of tests and answer sheets are maintained at all times based on prior usage patterns, student inputs and TCO recommendations. 15. Notify students when tests have arrived, if needed. 16. Disputes (From FAR 52.233-1, Dec 1998) (a) This contract is subject to the Contract Disputes Act of 1978, as amended (41 U.S.C.601-613). (b) Except as provided in the Act, all disputes arising under or relating to this contract shall be resolved under this clause. (c) "Claim," as used in this clause, means a written demand or written assertion by one of the contracting parties seeking, as a matter of right, the payment of money in a sum certain, the adjustment or interpretation of contract terms, or other relief arising under or relating to this contract. A claim arising under a contract, unlike a claim relating to that contract, is a claim that can be resolved under a contract clause that provides for the relief sought by the claimant. However, a written demand or written assertion by the Contractor seeking the payment of money exceeding $100,000 is not a claim under the Act until certified as required by subparagraph (d) (2) of this clause. A voucher, invoice, or other routine request for payment that is not in dispute when submitted is not a claim under the Act. The submission may be converted to a claim under the Act, by complying with the submission and certification requirements of this clause, if it is disputed either as to liability or amount or is not acted upon in a reasonable time. (1) A claim by the Contractor shall be made in writing and, unless otherwise stated in this contract, submitted within 6 years after accrual of the claim to the Contracting Officer for a written decision. A claim by the Government against the Contractor shall be subject to a written decision by the Contracting Officer. (i) The contractor shall provide the certification specified in paragraph (d)(2)(iii) of this clause when submitting any claim exceeding $100,000. (ii) The certification requirement does not apply to issues in controversy that have not been submitted as all or part of a claim. (iii) The certification shall state as follows: "I certify that the claim is made in good faith; that the supporting data are accurate and complete to the best of my knowledge and belief; that the amount requested accurately reflects the contract adjustment for which the Contractor believes the Government is liable; and that I am duly authorized to certify the claim on behalf of the Contractor." (2) The certification may be executed by any person duly authorized to bind the Contractor with respect to the claim. (e) For Contractor claims of $100,000 or less, the Contracting Officer must, if requested in writing by the Contractor, render a decision within 60 days of the request. For Contractor-certified claims over $100,000, the Contracting Officer must, within 60 days, decide the claim or notify the Contractor of the date by which the decision will be made. (f) The Contracting Officer's decision shall be final unless the Contractor appeals or files a suit as provided in the Act. (g) If the claim by the Contractor is submitted to the Contracting Officer or a claim by the Government is presented to the Contractor, the parties, by mutual consent, may agree to use alternative dispute resolution (ADR). If the Contractor refuses an offer for ADR, the Contractor shall inform the Contracting Officer, in writing, of the Contractor's specific reasons for rejecting the offer. (h) The Government shall pay interest on the amount found due and unpaid from (1) The date that the Contracting Officer receives the claim (certified, if required); or (2) The date that payment otherwise would be due, if that date is later, until the date of payment. With regard to claims having defective certifications, as defined in FAR 33.201, interest shall be paid from the date that the Contracting Officer initially receives the claim. Simple interest on claims shall be paid at the rate, fixed by the Secretary of the Treasury as provided in the Act, which is applicable to the period during which the Contracting Officer receives the claim and then at the rate applicable for each 6-month period as fixed by the Treasury Secretary during the pendency of the claim. (i) The Contractor shall proceed diligently with performance of this contract, pending final resolution of any request for relief, claim, appeal, or action arising under the contract, and comply with any decision of the Contracting Officer. 13. Cancellation. The contractor or the Education Services Officer may cancel this agreement at any time. Either must provide a two-week written notice of cancellation 14.
