- This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26 and DFARs Change Notice (DCN) 2008-08-12. NAICS is 337215 with a small business size standard of 500 employees. Solicitation is for commercial purchase. This acquisition a 100% small business set-aside. AFFTC/PKEW, Edwards Air Force Base, CA is seeking: Aircrew Flight Equipment (AFE) Metal Lockers. Requirements: 1.1 RELATED DOCUMENTS: Size/dimensions of floor plan to house these lockers are included on attached drawing #1 1.2 SCOPE: Furnish and assemble new steel lockers, accessories, and finish metal trim on approved drawing #1. Lockers must have sturdy bases. There are four different options of lockers that will have to be manufactured to fit/house the Aircrew Flight Equipment. The lockers must be able to properly house and secure the corresponding equipment. The outside look of all the lockers will be similar in appearance (to have uniformity). The paint used must be an antimicrobial powder coat that fights bacterial and fungal growth. 1.2.1 SUBMITTALS: Drawings: Interested vendors are required to submit drawings showing locker types, sizes, and quantities, including all necessary details relating to anchoring, trim installation and relationship to adjacent surfaces. Actual pictures of proposed lockers are also highly suggested. Numbering: The locker numbering sequence shall be provided by the government approving authority and noted on the approved drawings returned to the locker contractor. Color Charts: Interested vendors are required to submit samples of paint colors on proposed metal. Lock Combination Listings and Master Keys: Use only when combination locks are specified. Optional Installation Quote: Interested vendors are required to quote an optional installation price in their proposal. 1.3 QUALITY ASSURANCE: 1.3.1 UNIFORMITY: Provide each type of metal locker as produced by a single manufacturer, including necessary accessories, fittings, and fasteners. 1.3.2 JOB CONDITIONS: Delivery date shall be coordinated with government provided point of contact (POC). Contractor must protect lockers from damage during delivery. SPECIFICATIONS: 2.1 LOCKER OPTION 1: SINGLE TIER FOR MAIN SHOP AND 416th QUANTITY: 269 Ea. Type: Metal Panels Size: 18" wide x 24" deep x 72" height Color: Ocean Blue/ Light Blue on all major viewed areas, all other areas will be black 2.2 FABRICATION - GENERAL: 2.2.1 MATERIAL: All major steel parts shall be made of mild cold rolled steel, free from imperfections with a high grade enamel finish that is also antimicrobial. 2.2.2. CONSTRUCTION: Lockers shall be built on the unit principle, each locker shall be open frame, an individual top shelf that is 15" from top of locker, 2 Ea. (9 "length) heavy duty hooks 3" below the shelve that come from the back panel of locker and is able to hold a minimum of 50 lbs. bottom shelve should be 18 ¾" from the bottom of locker with a door that has the ability to be locked. 2.2.3 BOTTOM STORAGE DOOR FRAMES: Door frames shall be flushed with front of locker and have a blue finish. Appearance should be continuous with the frame on both sides of the door opening and be ventilated by louvers on the face of each door on the top. 2.2.4 PRE- LOCKING DEVICE: All bottom locker doors shall be equipped with a positive automatic pre-locking device whereby the locker may be locked while door is open and then closed without unlocking and without damaging locking mechanism. 2.2.5 LATCHING: Latching shall be a one-piece, pre-lubricated spring steel latch, completely contained within the lock bar under tension to provide rattle-free operation. 2.2.6 BODY: The body of the locker consists of 16-24 gauge upright sheets, backs, tops, bottoms and shelves to withstand weight strains. 2.2.7 INTERIOR EQUIPMENT: Single tier lockers two single prong wall hooks 9" length. All hooks shall be made of steel, formed with ball points, zinc-plated and attached by welding. 2.2.8 NUMBER PLATES: Each locker shall have a polished aluminum number plate with black numerals not less than 1/2'' high. Plates shall be attached with rivets to top of locker frame. 2.2.9 COLOR: Doors and exposed body parts to be finished in Ocean/Blue color. Non-exposed body parts are finished in black. -OPTION: Contracted manufacturer may suggest/recommend similar colors as specified in above paragraph. 2.2.10 ASSEMBLY: Assembly of all locker components shall be accomplished by manufacturer and must be welded, with an opening in rear and to each side of lockers that would allow mating lockers with the use of a screw with cap-nut. This will reinforce the stability of the lockers. *Cap-nuts and bolts will used for mating of lockers and NOT for assembly. 3.1 LOCKER OPTION 2:- SINGLE TIER FOR PARACHUTES AND HARNESSES (PRE/POST FLIGHT) QUANTITY: 25 each Type: Metal Panels, Size: 18" wide x 24" deep x 72" height Color: Ocean Blue/ Light Blue on all major viewed areas, all other areas will be black 3.2 FABRICATION - GENERAL: 3.2.1 MATERIAL: All major steel parts shall be made of mild cold rolled steel, free from imperfections with a high grade enamel finish that is also antimicrobial. 3.2.2. CONSTRUCTION: Lockers shall be built on the unit principle, each locker shall be open frame, 4 Ea. 9" length heavy duty hooks (2 hooks on top 3" from top of locker and 2 hooks 26 ½" below top hooks) that come from the back panel of locker to be able to hold 200 lbs. total (50 lbs per hook), bottom shelve should be 18 ¾" from the bottom of locker with a door that has the ability to be locked. 3.2.3 BOTTOM STORAGE DOOR FRAMES: Door frames shall be flushed with front of locker and have a blue finish. CONSTRUCTION: Lockers shall be built on the unit principle; each locker shall be open frame, 4 each 13 5/16" shelves from top of locker. Able to hold a minimum of 50 lbs total with bottom shelve that is 18 ¾" from the bottom of locker with a door that has the ability to be locked. 4.2.3 BOTTOM STORAGE DOOR FRAMES: Door frames shall be flushed with front of locker and have a blue finish. CONSTRUCTION: Lockers shall be built on the unit principle, each locker shall be open frame, and top shelf will be 16" from top of locker, 2 Ea. 9" length hooks that are 3" below top shelf, 2nd shelf 25 ½" from bottom of top shelf, 3rd shelf 16" from bottom of 2nd shelf, the 2 Ea. 9" length hooks below 3rd shelf. Back panel of locker should be able to hold a minimum of 50 lbs. 5.2.3 BOTTOM STORAGE DOOR FRAMES: N/A 5.2.4 PRE- LOCKING DEVICE: N/A 5.2.5 LATCHING: N/A 5.2.6 BODY: The body of the locker consists of 16-24 gauge upright sheets, backs, tops, bottoms and shelves to withstand weight strains. 5.2.7 INTERIOR EQUIPMENT: Single tier lockers with 3 shelves and four two single prong wall hooks 9" length. All hooks shall be made of steel, formed with ball points, zinc-plated and attached by welding. 5.2.8 NUMBER PLATES: Each locker shall have a polished aluminum number plate with black numerals not less than 1/2'' high. Plates shall be attached with rivets to top of locker frame. 5.2.9 COLOR: Exposed body parts to be finished in Ocean/Blue color. Non-exposed body parts are finished in black. -OPTION: Contracted manufacturer may suggest/recommend similar colors as specified in above paragraph. 5.2.10 ASSEMBLY: Assembly of all locker components shall be accomplished by manufacturer and must be welded, with an opening in rear and to each side of lockers that would allow mating lockers with the use of a screw with cap-nut. This will reinforce the stability of the lockers. *Cap-nuts and bolts will used for mating of lockers and NOT for assembly. 6.1 DELIVERY & INSTALLATION: Lockers must be delivered inside the buildings, all wood, cardboard and plastic wrappings (trash) will be removed and discarded by delivery personnel. The government personnel receiving the shipment will place the lockers in appropriate locations. 6.2 ADJUSTMENT: Upon completion of installation, contractor must inspect lockers and adjust as necessary for proper door and locking mechanism operation. Touch up scratches and abrasions with factory supplied paint to match original finish. 7.1 SITE SURVEY: To accomodate all interested vendors two site surveys are scheduled one on Wednesday, September 10, 2008 at 1000 PST and one Thursday, September 11, 2008 at 1400. Attendance of one of these site surveys is highly recommended. In order to gain base access you will need, a driver's license, current registration, and proof of insurance (or rental car agreement). If you plan on attending please provide the company name, names of everyone who will be attending, and phone numbers by e-mail to joel.fada@edwards.af.mil, no later 1000 PST Tuesday, September 9, 2008 for coordination.
