- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and the procedures in FAR 12 and 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; /written quotations /are being requested and a written solicitation will not be issued. Solicitation number DG133W -08-RQ-0461(GJB) is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This acquisition is a total set-aside for Small Business. The associated NAICS code and small business size standard is 511210 and $23M. The Small Business Competitiveness Demonstration Program does not apply to this acquisition. The Government intends to procure from PAJLS Electronics, Inc. on a sole source basis the following contract line item number(s) and units of issue: CLIN 0001 for Installation, setup, configuration, coordination, testing, and verification of installed RAMS system to monitor over 170 radio transmitters and provide logging of changes in status on a web site. CLIN 0002 Management and maintenance of RAMS system for a period of nine. Description of requirements for the items to be acquired follows: Install, configure, and manage the ROAMS Automated Management System. PAJLS Electronics is the only source known to NOAA for this requirement. All responsible sources may submit a capability statement or quotation which shall be considered by the agency. The capability statement to include descriptive literature must be in sufficient detail to demonstrate that they can fulfill this requirement. A determination by the Government not to compete this requirement based upon responses received in response to this notice is solely within the discretion of the Government. Date(s) and place(s) of delivery and acceptance Silver Spring, MD and FOB point Destination. The provision at 52.212-1 Instructions to Offerors-Commercial, applies to this acquisition without any addenda. (If technical evaluation use one of the following- The provision at 52.212-2 Evaluation-Commercial Items, applies to this acquisition. The following evaluation criteria are to be included in paragraph (a) of that provision: technically acceptable and past performance and price. Or if this provision is not used, use the following - Offerors shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5,, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, and the following additional FAR clauses cited in the clause are applicable to this acquisition: FAR 52.219-6; 52.219-28; 52.222-3; 52.222-3; 52.222-26; 52.222-36; 52.222.50; 52.225-3; 52.232-33; 52.239-1. The Defense Priorities and Allocations System (DPAS) and assigned rating do not apply to this acquisition. Responses to this notice are due no later than 1:00 p.m. est. on September 18, 2008 to be submitted date E-mailed responses are authorized, but it is up to the vendor to make certain that the email was received.
