- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) intends to negotiate with authorized Caterpillar repair facilities for a 20,000 hour overhaul, to include camshaft renewal, of two Caterpillar D398 engines on board the NOAA Ship GORDON GUNTER which is currently located at the NOAA Fisheries Science Center Pier in Pascagoula, MS. The performance period is estimated to be approximately 15 calendar days, with an anticipated start date on or about December 1, 2008 and a completion date of December 17, 2008. All work shall be performed in accordance with detailed specifications and referenced NOAA Standard Specifications to be provided with the solicitation. The vessel will be available for inspection at the NOAA Fisheries Science Center Pier in Pascagoula, MS between October 1, 2008 and October 3, 2008. Arrangements for inspection shall be made with NOAA port engineer Jon Rix, 757-613-9000. It is NOAA's intent to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items and FAR part 13, Simplified Acquisition Procedures. The applicable NAICS is 333618. The Request for Quotation (RFQ) will only be posted to www.fbo.gov and will appear on or about September 24, 2008. Quotes will be due on or about October 8, 2008 at 12:00 pm EST. Anticipated award date is October 23, 2008. All responsible sources may submit a quote, which shall be considered by the agency. All potential vendors are encouraged to register as an Interested Vendor in FEDBIZOPPS. It is incumbent upon vendors to monitor FEDBIZOPPS for the release of the solicitation, specification, drawings, and all subsequent amendments. Vendors must be registered with the Central Contractor Registration (CCR) at www.ccr.gov under the applicable NAICS code - 333618. Potential Quoters may direct inquiries to Sandie Wallace at sandie.wallace@noaa.gov. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Pursuant to the requirements of FAR Part 13, Simplified Acquisition Procedures, Subpart 13.106-3(b) the justification for soliciting from a single source is supported by the following facts and rationale: 1. NOAA MOA-GU has a brand-name requirement for the overhaul of two Caterpillar D398 Engines located aboard the NOAA Ship GORDON GUNTER. Caterpillar is the original equipment manufacturer of the engine; the parts required to overhaul this engine are not interchangeable with other brands of engines. The procedures to be employed to successfully accomplish the overhaul must be in accordance with Caterpillar service, maintenance and overhaul technical manuals, including service bulletins to ensure that the manufacturer's warranty is not compromised. 2. The synopsis and solicitation will be posted on FedBizOpps with the intent to solicit quotes only from authorized Caterpillar repair facilities with unique capabilities to satisfy NOAA's requirement. Quotes will be solicited only from Caterpillar dealers as they are the only vendors that are able to provide Caterpillar parts and warranty.
