Description
NASA/GSFC has a requirement for to repair malfunctioning channels in the digitalcorrelator and modify software controlling operation of the 2D-STAR instrument toincorporate recent changes to the receiver hardware (e.g. polarization switching). Thefollowing tasks are to be completed:1. Correlator Repair: Several channels in the digital correlator are noisy and/or notfunctioning. The problems are to be identified and malfunctioning parts replaced.2. Software Development: Changes are needed to update the instrument display andoperator controls to reflect changes made to the instrument, including the newpolarization switching and calibration source.This also includes modification to theFPGA code to keep only single products (i.e. II and IQ). The system is to be fullytested and debugged, including past problems with the GPS receiver. 3. Documentation: A complete set of documentation describing the instrument andincluding an operation manual is to be provided.Period of Performance: Date of Award-December 31, 2009This procurement also includes two options (not included in the base price) to beexercised after the work above is complete. The decision to exercise either of theseoptions is at the discretion of the Government and depends in part on availability ofadequate funds.Option 1: Calibration network:This option is to replace the existing serialdistribution of the calibration signal with a balanced distribution (independent linesfrom the central source with equal phase and amplitude). Option 2: Additional Receiver: This option is to provide an additional receiver modulewith IF output available for research purposes (e.g. to examine RFI).NASA/GSFC intends to purchase this service from ProSensing. This procurement requiresdetailed engineering knowledge of the hardware and control software of a novel instrumentbuilt by ProSensing. The 2D-STAR is a synthetic aperture microwave radiometer that usessignal processing rather than conventional techniques for creating an image. ProSensingbuilt this unique instrument, participated in its flight tests, developed the controlsoftware and designed the digital correlator. By virtue of its unique background andspecific knowledge of the hardware, ProSensing is deemed the only source reasonablyavailable to perform this work. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 18, 2008.Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
