- This acquisition is proceeding as FULL AND OPEN COMPETITION, UNRESTRICTED Invitation for Bid (IFB). Estimated Cost Range is between $10,000,000 and $25,000,000. This Procurement will be conducted under FSC CODE: Z199, SIC CODE: 1711, NAICS Code: 238220. The size standard for this code is $14,000,000. The subject project is to construct a new HVAC system to replace the existing HVAC system in a World War II era, 131,000 sf, six story hospital for the Veterans Administration. Mechanical work includes new roof-mounted air handlers, new supply and return ductwork, new DDC control system, a new steam-to-water heat exchanger, a new chiller, and new chilled water distribution system. Architectural improvements will include new membrane roofs, new fire rated walls, ceilings, and floor finishes. Structural work includes duct penetrations through existing concrete floors and shear walls. Electrical work includes a high voltage interconnect, and a new emergency generator and transformer. Civil work includes installation of utility trenches through parking lots and major public roads. This project will be accomplished in a multi-phased construction sequence in a fully operational medical environment. The facility must remain open and fully operational throughout the entire construction period. Significant challenges will include hazardous materials, asbestos abatement, strict enforcement of interim life safety measures, strict assessment and enforcement of infection control risk measures, and close coordination with VA employees to maintain a functional facility during construction. All BIDS will be due on 18 SEP 2008, at 1:00 pm PDT. The specific date and time is identified in the solicitation. BIDDERS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. ORDERING SOLICITATION: Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the IFB is issued. Viewing/downloading documents from FedBizOpps will require prior registration in Central Contractor Registration (www.ccr.gov). If you are a first-time FedBizOpps user, you will also be required to register in FedBizOpps (www.fbo.gov) before accessing the IFB documents.
