Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W91WAW-08-R-0090 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 561730 with a small business size standard of $6M. This requirement is unrestricted and only qualified offerors may submit bids. Plant and Tree Maintenance at Arlington National Cemetary. Period of Performance. Base: October 1, 2008 through September 30, 2009. Contractor shall provide all labor, materials, equipment and supervision necessary to perform Tree and Shrub Application services at Arlington National Cemetery, Arlington VA and the U.S. Soldiers and Airmans Home National Cemetery, Washington, D.C. in accordance with the attached Performance Work Statement, 1, NSP; LI 002, 0001AA. Base: Water Small Trees.Task 1(reference section 5.2): The number of small trees to be watered will be stated in a task order in accordance with the attached PWS. Period of Performance. Base: October 1, 2008 through September 30, 2009., 1, SV; LI 003, 0001AB. Base: Water Large Trees.Task 2 (reference section 6.1): The number of large trees to be watered will be stated in a task order in accordance with the attached PWS. Period of Performance. Option Year 5: October 1, 2012 through September 30, 2013., 1, SV; For this solicitation, USA ACA Pentagon, Contracting Center of Excellence intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA Pentagon, Contracting Center of Excellence is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
