- Combined Synopsis/Solicitation (REMOTE SITE GROUNDING CERTIFICATION) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued as a request for quotation (RFQ). RFQ # M00681-08-T-0143 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-18. This is a restricted purchase set-aside for 100% Small Business Concerns. The North American Industry Classification System Code (NAICS) is 541330. The Standard Industrial Classification Code (SIC) for this order is 8711. The small business size standard is 4.5 MIL. The Federal Supply Classification (FSC) for this order is 6150. This solicitation is for the procurement of furniture, the list of equipment is as follows. If the grounding is not accomplished Camp Pendleton will be in violation of its lease agreement and can be evicted from the property. It is the responsibility of the owner of the equipment to properly ground said equipment. 1.2This Scope of Work outlines and describes the requirements for services and equipment to properly ground all Camp Pendleton owned equipment at the remote sites. 2.0Scope of Work 2.1Site 1 and Site 2 2.1.1Equipment Grounding 2.1.1.1All communications equipment, equipment racks, cable trays, etc. are to be grounded to R56 standards and NEC standards where applicable. All materials must conform to R56 standards. 2.1.1.2Grounding tests shall be performed and reported to CIS personnel. 2.2Site 3 2.2.1Equipment Grounding 2.2.1.1All communications equipment, equipment racks, cable trays, etc. are to be grounded to R56 standards and NEC standards where applicable. All materials must conform to R56 standards. 2.2.1.2Grounding tests shall be performed and reported to CIS personnel. 2.3Reports 2.3.1Provide an R56 audit once completed. 2.3.2Provide all testing reports. 2.3.2.1All reports shall be turned over to CIS personnel. 3.0The Period of Performance for this SOW is 90 days ARO. 4.0SECURITY CLASSIFICATION 4.1All work to be performed under this SOW is unclassified. 4.2The contractor's employees shall be a US citizen. 4.3This task order requires the contractor to handle Business Sensitive information of a proprietary nature. Business Sensitive information is the property of the U.S. Marine Corps, Camp Pendleton and is disclosed to the contractor in confidence. Business Sensitive data shall be protected by the contractor and not disclosed to others, or reproduced without the expressed written consent of the COR. 5.0PLACE OF PERFORMANCE 5.1The contractor will perform work at remote sites both on and off Camp Pendleton. 5.2The contractor's normal working hours will be 0730 to 1600, Monday through Friday. 5.3The access road is a rough dirt road possibly requiring a four-wheel drive vehicle. 6.0PERFORMANCE CRITERIA 6.1Vendor shall provide an on-site project manager and a quality assurance manager who will work with the Camp Pendleton project manager to mitigate any issues and keep the project on-time and ensure that specifications and standards are met. END STATEMENT OF WORK Place of contract performance will be remote sites aboard and local to Marine Corps Base Camp Pendleton, CA 92255. The winner of this award is required to be registered with, understand, and invoice through Wide Area Workflow.
